BACKGROUND
The Contra Costa Community College District (4CD) serves more than 50,000 students annually across its three colleges: Diablo Valley College, Los Medanos College, and Contra Costa College in San Pablo along with their satellite campuses. These Countywide institutions provide essential academic, career technical, and workforce development programs that directly benefit San Pablo residents. Many local students, in San Pablo, rely on 4CD as their primary pathway to higher education, job training, and university transfer opportunities, making the condition and functionality of 4CD facilities a matter of direct community interest.
Measure G, a general obligation bond measure placed on the ballot by 4CD, is intended to fund critical repairs and modernization needs across the District. According to publicly available information, Measure G would support projects such as repairing deteriorating roofs, plumbing, and electrical systems; upgrading classrooms and laboratories to meet current instructional and workforce standards; improving campus safety and security infrastructure; and enhancing energy efficiency to reduce long-term operational costs. These improvements are designed to ensure that students have access to safe, modern, and well-equipped learning environments.
Community colleges play a central role in regional economic vitality by offering affordable education, career pathways, and training programs aligned with local employer needs. Well-maintained facilities are a foundational component of student success, enabling colleges to deliver high-quality instruction and support services. Investments in educational infrastructure also strengthen the local workforce pipeline, benefiting both residents and businesses throughout Contra Costa County.
Measure G includes accountability provisions such as mandatory annual audits and an independent citizens’ oversight committee. These requirements are intended to ensure that all bond funds are spent as described in the measure and that no funds are used for administrator salaries or benefits. Such oversight mechanisms are commonly included in local bond measures to promote transparency and public trust.
Measure G, if adopted by local voters, will enable the 4CD to issue $920 million in bonds, with a property tax levy of about $10 per $100,000 of assessed value, levying approximately $10 per $100,000 of assessed valuation, generating $57,000,000 annually while bonds are outstanding, to fund facility upgrades and repairs (See attached fact sheet from www.YESON4CDBOND.com <http://www.YESON4CDBOND.com>)
Proposed Ballot Language for Measure G:
“To prepare students at Contra Costa, Diablo Valley, and Los Medanos Colleges for jobs and university transfer; update classrooms for science, nursing, and emergency response programs; meet earthquake, fire, and accessibility codes; repair outdated electrical, plumbing/ventilation systems; shall Contra Costa Community College District’s measure be adopted, authorizing $920,000,000 in bonds at legal rates, levying approximately $10 per $100,000 of assessed valuation, generating $57,000,000 annually while bonds are outstanding, with oversight, audits, no administrator salaries, and all funds used locally?”
Given the direct connection between 4CD’s facilities and the educational opportunities available to local San Pablo residents, the proposed Resolution states that the San Pablo City Council endorses Measure G and authorizes the City Manager to communicate this endorsement to the Contra Costa Community College District, the public, and other interested parties.
Following City Council action, the adopted Resolution also directs that a certified copy be transmitted to the Chancellor of 4CD for their records.
