Foster Youth Leadership/Cultivation of the Next Generation of Civic Leaders and Foster College and Career Readiness, Education, Youth Leadership, and City/Contra Costa College/WCCUSD Partnerships are adopted policy items under the FY 2025-27 City Council Priority Workplan, effective April 7, 2025.

 

BACKGROUND

The purpose of the San Pablo Youth Commission (SPYC) is to act as a liaison between the San Pablo youth community and the City Council, to advise the City Council on youth-related issues, and to promote civic engagement among youth in San Pablo by:

 

o                     Service Learning by participating in volunteer opportunities;

o                     Professional Networking creating alliances with other community-based organizations;

o                     Youth Leadership opportunities through convening community events and activities that encourage youth voice; and

o                     Community Engagement by connecting youth to community issues.

 

The primary duties of the SPYC are to represent and be an advocate for the youth of the City of San Pablo, to review those municipal matters referred to it by the City Council and City Staff, as well as to report its findings and make recommendations to the City Council and City staff.

 

The SPYC By-Laws allow for up to 25 youth between 13 to 19 years of age to serve as Youth Commissioners for a term of six months. Under the By-Laws, although the City Council prefers appointing City residents to the SPYC Commissioners, seven seats on the SPYC are reserved for non-residents. In February 2026, the appointment terms ended for fifteen Commissioners, fifteen of whom are seeking reappointment. 

 

On January 15, 2026, the SPYC recommended the reappointment of the fifteen nine members and the appointment of four new members for the March - July 2026 term.

 

With the reappointment of nine incumbents and six new members, the San Pablo Youth Commission will have nineteen active Commissioners, each serving a six-month term ending in August 2026. Attachment A is a proposed roster of the individuals who are being recommended for appointment.

The next six-month recruitment phase will begin. Applicants who complete the application process and commit to attending regular meetings will be recommended to the City Council for appointment in September 2026.

 

FISCAL IMPACT

This action has no fiscal impact.
