FOR CONSTRUCTION MANAGEMENT SERVICES FOR THE GIANT ROAD BRIDGE REPAIR PROJECT (0200) AND THE GIANT ROAD PAVEMENT REHABILITATION PROJECT (0601) IN THE AMOUNT OF $140,000 WITH A 15% CONTINGENCY, FOR A TOTAL AUTHORIZATION NOT TO EXCEED AMOUNT OF $161,000; AND (2) TRANSFERRING FY 2026-27 PUBLIC WORKS PROFESSIONAL SERVICES OPERATING BUDGET FUNDS IN THE AMOUNT OF $64,400 TO THE GIANT ROAD BRIDGE REPAIR PROJECT AND IN THE AMOUNT OF $96,600 TO THE GIANT ROAD PAVEMENT REHABILITATION PROJECT
CEQA COMPLIANCE STATEMENT: The Giant Road Bridge Repair Project was assessed and determined to be Categorically Exempt from environmental review under Section 15301(d) of the CEQA Regulations. The CEQA Notice of Exemption (NOE) was originally filed at the Contra Costa County Clerk’s Office on June 18, 2021. The Giant Road Rehabilitation Project was assessed and determined to be Categorically Exempt from environmental review under Section 15301(c)&(d) and 15304(f) of the CEQA Guidelines. The NOE was originally filed at the Contra Costa County Clerk’s Office on August 11, 2021.

BACKGROUND
The City advertised the Notice Inviting Bids for the construction of the Giant Road Bridge Repair Project on May 14, 2026. The City received and publicly opened three bids on June 4, 2026. After bid analysis and with staff recommendation, the City Council awarded American Civil Constructors West Coast, LCC with a contract in the amount of $385,270.
The City also advertised the Notice Inviting Bids for the construction of the Giant Road Pavement Rehabilitation Project on May 14, 2026. The City received and publicly opened two bids on June 4, 2026. After bid analysis, staff has prepared a staff report to recommend City Council to award the contract on August 3, 2026.
The City intends to the start of the construction of the Giant Road Bridge Repair Project first, immediately followed by the Giant Road Rehabilitation Project.
After the retirement of the Sr. Public Works Inspector in December 2025, the position remains vacant. To fulfill the role and responsibility of construction management for both the Giant Road Bridge Repair Project and the Giant Road Rehabilitation Project, the City published the Request for Proposals (RFP) for construction management and inspection services on July 9, 2026.
The City received two (2) proposals from the following firms: Consor North America, Inc. and GHD. Following a thorough review and evaluation of the proposals, Consor North America, Inc. was considered the top-ranked consultant firm.
Staff recommends City Council authorize the City Manager to enter into an agreement with Consor North America, Inc. in the amount of $140,000 to provide construction management and inspection services for the both of the Giant Road Bridge Repair Project and the Giant Road Rehabilitation Project. Staff further recommends that City Council approve a 15% contingency for the agreement, with a total authorization not to exceed amount $161,000.
Consor North America, Inc. proposed two changes to City’s sample consultant service agreement. These changes will be reviewed by City’s attorney. Staff recommend City Council to authorize the City Manager to execute the construction management service agreement with Consor North America, Inc., in a form to be approved by the City Attorney that does not substantially alter the City’s rights or responsibilities from that is set forth in the draft consultant agreement published with the RFP.
FISCAL IMPACT
Staff recommends transferring $161,000 in FY 2026-27 Public Works Professional Services Operating Budget funds for construction management services for the Giant Road Bridge Repair Project (0200) and the Giant Road Pavement Rehabilitation Project (0601).
