The proposed policy amendment under formal consideration: Appropriate funding using Low-Mod Housing Funds per State of CA Health and Safety Code regulations (Section §34176.1(a)(2)) to prevent homelessness, and formally establish a one-time FY 2025-26 Rental Assistance Grant Program for Mobile Home Residents (City-wide) through June 30, 2026, is not currently an adopted policy item contained in the FY 2025-27 Council Priority Workplan, effective April 7, 2025
CEQA Compliance Statement
The resolution is exempt from environmental review under the California Environmental Quality Act in accordance with CEQA Guidelines Section 15378(B)(5) because it can be seen with certainty that there is no potential for causing a significant effect on the environment because the project solely involves administrative activity and does not authorize any construction or development activities.
BACKGROUND
In recent City Council meetings since November 3, 2025, mobile home residents have shared compelling testimony under open public comment about rising housing costs, financial insecurity, and the need for targeted support. These concerns align with the City’s Housing Element and Housing Action Plan, both of which emphasize preserving mobile home communities, preventing homelessness and supporting very low-income and vulnerable, local San Pablo residents.
In response, the Economic Development & Housing Division staff crafted a program to provide one-time grant assistance to support members of this community and support homeless prevention in the City.
EDHPM Standing Committee Recommendation
On December 10, 2025, the Economic Development, Housing and Program Management Standing Committee, consisting of Councilmembers Cruz and Ponce, reviewed the issue of providing grant assistance to mobile home residents City-wide and recommended that the City Council approve a new one-time FY 2025-26 Mobile Home Grant Assistance Program to be made available through June 30, 2026. The proposed program will be administered using a similar framework and one-time grant assistance program provided during the COVID-19/pandemic, ensuring streamlined eligibility verification, equitable distribution of funds, and accountability in program delivery. The goal is to provide timely, one-time financial assistance during FY 2025-26 period to eligible mobile home residents facing housing insecurity, while reinforcing the City’s commitment to housing stability and economic resilience.
Scope and Eligibility of Proposed Program
The program would provide one-time grants to offset increases in mobile home space rent occurring on/after January 1, 2026. The Program is intended to support low-income, owner-occupied mobile home households in San Pablo facing extraordinary housing cost burdens.
Program Details:
• Grants of $1,000 per household (based on AMI)
• Funding Allocation - $150,000 for FY 2025-26 (Low Mod Housing Fund per CA HSC § Section 34176.1)
• Number of grants - 150 qualified applicants (if more than 150 applications are received, recipients will be selected by lottery)
Application Timeline:
• Receive Applications - January 6, 2026 - January 20, 2026
• Distribute Funds By - February 5, 2026
Program Funding
The Program will be funded with $150,000 from the City of San Pablo/Housing Successor Agency’s Low and Moderate Income Housing Asset Fund. Health and Safety Code §34176.1(a)(2) to prevent homelessness during the FY 2025-26 period and funded June 30, 2026, or until available funds are depleted.
FY 2025-27 City Council Priority Workplan Amendment
Following EDHPM Standing Committee recommendation, the City Council will formally consider a new policy amendment to its FY 2025-26 City Council Priority Workplan to include the following new policy item, as follows:

Summary Program Reporting
Upon successful implementation of the program, City Economic Development and Housing Division staff will report back to the EDHPM Standing Committee and City Council/Local Successor Agency with a summary report of the FY 2025-26 Rental Assistance Grant Program (City-wide) for mobile home residents prior to June 30, 2026.
Note: Any future extension of the one-time FY 2025-26 Mobile Home Rental Assistance Grant Program would be subject to future City Council/Local Successor Agency action and funding appropriation by adopted Resolution prior to June 30, 2026.
FISCAL IMPACT
This action has no impact on the City's General Fund, however it will reduce the Low-Income Housing Fund (250) by $150,000, for appropriation to Account 250-1741-45400 to fund this program during FY 2025-26.
State Redevelopment law allows for grants of financial assistance to prevent homelessness through the use of Low- and Moderate-Income Housing Funds, avoiding any issues related to the Constitutional prohibition on gifts of public funds.
