CONSIDER ADOPTING RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN PABLO (1) ACCEPTING ADDITIONAL GRANT FUNDS FROM THE STATE COASTAL CONSERVANCY (SCC) IN THE AMOUNT OF $150,000 AND (2) APPROPRIATING THE FUNDS TO THE RUMRILL BOULEVARD COMPLETE STREETS PROJECT (0700)
CEQA: The Rumrill Boulevard Complete Streets Project is categorically exempt under the California Environmental Quality Act (CEQA), Section 15301, Existing Facilities (Class 1) of the CEQA Regulations, on the basis that the project involves repair and minor alteration to the existing public streets, sidewalks, gutters, and similar facilities. The Notice of Exemption was filed and recorded with the Contra Costa County Clerk on January 7, 2018. Moreover, since the project is also receiving federal funding, the project was also determined to be categorically exempt under the National Environmental Policy Act (NEPA), Section 23 CFR 771.117 (c)(3). The Notice of Exemption for NEPA was filed on March 14, 2018 by the California Department of Transportation (Caltrans).

Build a Healthy Community: Priority 109 Develop Public Facilities for Active Living and Improve Public Safety: Priority 510 Traffic Safety Program are adopted policy items under the FY 2023-25 Council Priority Workplan, effective May 1, 2023.
BACKGROUND
On April 15, 2019 through Resolution 2019-053, the City Council approved a grant application to the State Coastal Conservancy (SCC) for the Rumrill Blvd. Complete Streets Project. On August 30, 2019 the SCC awarded the requested $1 million grant application to the City of San Pablo to construct green infrastructure along the Rumrill Boulevard Corridor. On November 2, 2020 through Resolution 2020-134, City Council approved the award of grant funds from SCC. The grant funds were later appropriated to the Rumrill project on June 7, 2021 through Resolution 2021-065.
On June 22, 2023 Public Works submitted a request to the SCC for augmentation funding due to:
• Higher than normal inflation that occurred since 2020;
• A request from SCC to improve access to the Wildcat Creek Trail at Rumrill; and
• A new State law that specify specific material requirements for landscaping areas.
Staff estimated the impact of the above-mentioned augmentation request to be $150,000. SCC grant staff reviewed the City of San Pablo’s request and approved the full augmentation amount of $150,000. An amendment to the SCC grant agreement was fully executed on July 19, 2023 to approve the additional $150,000.
Staff Recommendation
Staff recommends accepting the augmentation of grant funds from SCC in the amount of $150,000 and appropriating the funds to be used for improvements related directly to the Rumrill Complete Streets Project (0700).
