Expand safe, family friendly park space is an adopted priority item under the FY 2023-25 City Council Priority Workplan, effective May 1, 2023.
BACKGROUND
On April 19, 2024, Andre Williams, President of the San Pablo Cowboys Youth Association (SPCYA), submitted a letter to the City of San Pablo requesting a waiver of rental fees for use of Davis Park Sports Fields and Davis Park Concession Stand for the following days and times from July 6, 2024 to December 20, 2024:
• Monday - Friday 6:30 pm-9:00 pm (July 6, 2024 - August 9, 2024) *
• Monday - Friday 4:30 pm-9:00 pm (starting Aug 12, 2024)
• Saturday - Sunday 8:00 am - 5:00 pm
• Exceptions: City Holidays/Closure Dates
*The Davis Park Fields are not available for use until after 6 pm June 17-Aug 9, 2024 due to the Junior Giants Program. The SPCYA will have reduced weekday hours during these times.
SPCYA offers a diverse youth football and cheerleading program that provides approximately 100 San Pablo youth the ability to travel to numerous cities and compete against various football and cheerleading teams. Participants are recognized for their accomplishments in athletics as well as scholastics to assure them that they are always winners for taking the initiative to do their best.
The SPCYA has partnered with Peacemakers, Inc. and is currently operating under Peacemaker’s 501(c)(3) status. City of San Pablo staff has received written verification of this partnership and Peacemakers, Inc.’s 501(c)(3) status is in good standing.
Peacemaker’s, Inc.’s mission is to provide a system of care to deliver services that recognize the importance of family, school, and community. They provide after-school programs, one-on-one mentoring, and classroom support to Bay Area schools.
As a condition of the fee waivers for use of the Davis Park Sports Fields, a representative of the SPCYA must participate in at least two of the following major City events to market its program, interact with the public, and/or receive registrations for its program: Spring Eggstravaganza, Fourth of July, City Hall-O-Ween and Holiday Tree Lighting; and (2) participants of the San Pablo Cowboys Association who reside within the incorporated City of San Pablo boundaries must receive a reduced registration rate compared to non-residents for the 2024 summer/fall season. Fees for the current season are $400 with a $30 discount for San Pablo residents.
Staff recommends City Council approve a fee waiver for SPCYA’s use of the Davis Park Concession Stand and Sports Fields for the requested dates and times outlined above.
COMMUNITY SERVICES STANDING COMMITTEE
On June 4, 2024, this item was taken before the Community Services Standing Committee (Cruz/Pineda) for its review and the Committee unanimously recommended moving forward to City Council to approve the waiver of fees for the use of Davis Park Fields and Concession Stand as outlined in this staff report.
FISCAL IMPACT
The proposed resolution will result in a loss of approximately $21,765 in rental revenues to the City General Fund.
