BACKGROUND
On December 4, 2018, Rafael Torres, President of SPUYSC, submitted a letter of request to the City Manager requesting the waiver of fees for El Portal Soccer Field and Rumrill Sports Park (Fields 1, 2, 3 and the practice field):
• El Portal Field from March 11, 2019 thru June 21, 2019
o Monday - Friday from 5:00 PM - 8:00 PM
o Saturdays and Sundays from 8:00 AM - 5:00 PM
• Rumrill Sports Park from January 1, 2019 thru June 30, 2019
o Monday - Friday from 5:00 PM - 8:00 PM
o Saturday and Sunday from 8:00 AM - 5:00 PM
SPUYSC is a volunteer-run, non-profit organization dedicated to the youth and families in the City of San Pablo. They provide the opportunity to play soccer to approximately 200 boys and girls ages 3 to 18 years. Through the sport of soccer, the SPUYSC has been able to increase active, healthy participation in an outdoor environment. SPUYSC has also been able to promote sportsmanship, leadership and teambuilding skills. According to the SPUYSC current rosters, they have approximately 546 youth athletes enrolled in their program. Of those 546 enrollees, 35% or 190 of those youth athletes reside in the City of San Pablo.
The SPUYSC is attempting to reassure families that by being in partnership with the City of San Pablo that children will be protected regardless of their religion, race, gender, or immigration status and that no children are left behind due to socioeconomic disadvantages.
Any agency requesting a waiver for field rentals will be required to submit supporting documentation in order to be considered for the waiver. These documents will include the following information:
• Their articles of incorporation
• Current/updated roster of membership
• List of organization officers and contact information
• Certificate of insurance
• Copy of the organizations by-laws
Having these documents included in the request for fee waivers allows for the City to address and mitigate any potential public safety challenges and concerns regarding players and coaches with regards to parking, neighborhood impacts and parent and coach behavior throughout the season. It also allows the City to evaluate the number and percentage of San Pablo youth being assisted by the requested fee waivers.
Community Services Standing Committee Recommendation
On Tuesday, December 4, 2018, this item was taken before the Community Services Standing Committee (Morris/Calloway) for their review where they unanimously supported the recommendation to move forward to City Council to approve the fee waivers requested by San Pablo United Youth Soccer Club for the spring season ending June 30, 2019.
FISCAL IMPACT
The fiscal impact for FY 2018/19 (2019 spring season) will be a subsidy of approximately $27,940 in rental revenue for Rumrill Sports Park and $2,880 for El Portal Park for a total subsidized amount of $30,820.
