BACKGROUND

The Building, Facilities & Parks Maintenance Reserves (Fund 130) provides financial resources for critical infrastructure improvements to city buildings, facilities, and parks.

Budget, Fiscal & Legislative Standing Committee Review

On June 23, 2025, the Budget Fiscal and Legislative Standing Committee (Vice Mayor Pavon-Alvarado and Councilmember Ponce) approved and recommended appropriating Fund 130 to the following Capital Improvement Program (CIP) projects.  Note:  These recommended Fund 130 cost allocations are being recommended by City staff and BFLSC recommendation to address public health and safety requirements and mitigate any liability/risk issues for existing and future City facilities.

Rumrill Sports Park Turf Replacement:

Opened in September 2017, Rumrill Sports Park was transformed from a former railroad storage yard and Department of Toxic Substances Control brownfield into a 4.5-acre athletic facility with synthetic turf fields. Despite ongoing maintenance, the main playing surface has deteriorated due to frequent use, necessitating a comprehensive turf replacement.  The initial total project cost estimate for replacement is in the amount of $2,272,200.

Senior Center HVAC Replacement:

The Senior Center serves as a hub for recreational, educational, and nutritional services for the local senior community. The current HVAC system has reached the end of its serviceable life. Additionally, regulatory changes now prohibit in-kind replacement with non-efficient components, requiring a full system upgrade. Once installed, the new system may qualify the center as a designated “Cooling Center” during extreme heat events, potentially prioritizing the site for power retention during PG&E Public Safety Power Shutoff (PSPS) events. The estimated cost for replacement is $382,990, based on preliminary design.

Police Department Headquarters (PD HQ) Tier 4 Emergency Generator:

The PD HQ Project entails procuring and installing an emergency power generator and performing the necessary structural modifications to ensure functionality during emergency outages and Public Safety Power Shutoff (PSPS) events. While the generator capacity is still to be finalized, infrastructure for an emergency generator was included in the original design of PD HQ. However, in December 2024, new Bay Area Air Quality Management District (BAAQMD) standards were recently enacted prompting a change in the size and capabilities of a new emergency generator.  Staff plan to use the allocated  funds in the amount of $728,632 to have the design build entity perform a re-design, procurement and installation of the unit.

All capital project allocations from Fund 130 for the period FY 2024-2026 will follow all appropriate City procurement and purchasing policy requirements for capital projects per SPMC and State law requirements, where warranted.

FISCAL IMPACT

The combined allocations from the FY 2024-25 for $1,694,205 and FY 2025-26 for $1,689,617 from Fund 130 fund balance total $3,383,822. The proposed expenditure of $3,383,822 for the three capital improvement projects will leave a remaining balance of $0 in the fund.

The fiscal impact is outlined in the table below.
