BACKGROUND

Community members from the City of San Pablo and the City of Richmond formed a Cinco de Mayo Parade Event Committee (“Event Committee”) and had coordinated this year’s Cinco de Mayo Parade to be held on Saturday, May 4, 2024 beginning at 10:00 am.

From the City of Richmond, the parade route was set to travel westbound on Barrett Avenue to northbound on 23rd Street, then turn east onto Market Avenue in San Pablo. After a total distance of approximately two miles, the parade will end at the intersection of Church Lane and Dover Avenue in San Pablo.  The parade is expected to be completed in approximately three hours.

Due to the expected increase in the size of the parade, City staff expects that all lanes of traffic will be utilized. Road closures will only be for the length of time it takes for the parade to pass through designated City streets. To support this year’s event, the Event Committee requests a waiver of all related traffic control fees as well as the use of the Senior Center parking lot during the day of the event.  City staff will close the regularly scheduled bingo at the San Pablo Senior Center to accommodate the request for use of the parking lot.  San Pablo Public Works Maintenance Staff will be responsible for barricading streets for this event.

Annual Event Sponsorship:

On March 6, 2024, the City received a written request from the Event Committee Co-Chairs which outlined all event details involved with being a major event sponsor for the event.  Additionally, the Co-Chairs sought the City of San Pablo’s continued support with a request for a one-time event sponsorship for celebrating this year’s event.

For the 2024 event, the Co-Chairs of the Event Committee requested a total one-time event sponsorship of $7,500 from the City of San Pablo (See Attachment D).

On April 16, 2024, the City Council adopted a Resolution (2024-054) for the 2024 Cinco de Mayo Parade, which was to be held on Saturday, May 4, 2024.  In Resolution 2024-054, the City Council approved a one-time $7,500 event sponsorship, as well as designating the City of San Pablo-Manzanillo Sister City Committee, a local 501(c)(3) organization, as the event’s fiscal agent.

Due to inclement weather in May of 2024, the event was postponed and rescheduled to a later date. The new date was changed to September 14, 2024, and the event name was also changed from Cinco de Mayo Parade to the 2024 Fiestas Patrias Event / Latin American Independence Day Parade.

September 2024 Event City Council Authorizations

The allocated $7,500 allocation for the May 4, 2024 event per Resolution 2024-054 was disbursed to the designated fiscal agent in April of 2024. City staff recommends that the previously approved $7,500 allocation for the 2024 Cinco de Mayo event be utilized to support this year’s Fiestas Patrias Event / Latin American Independence Day Parade event in September 2024, in addition to the following previously approved in-kind City services:

1.                     Temporary closure of certain streets for the event which includes: a portion of San Pablo’s 23rd Street, Market Avenue, Church Lane, and Dover Avenue;

2.                     Waiver of traffic control fees; and

3.                     Provision of certain City-provided Police Services, Community Services and Public Works Maintenance staff to work and support the event at a cost not to exceed $23,000.

The City Manager requests formal authorization from the City Council by majority vote via Resolution this evening.

FISCAL IMPACT

The September 2024 event will cost an estimated $23,000 in-kind City support services (i.e. Police Services, Public Works, and Community Services staff) supported by adopted budgeted funds which are allocated from the City’s General Fund Operating Budget for FY 2024-25 period, effective July 1, 2024.

Note:  Previous FY 2023-24 budgeted funds were not expended due to cancellation and postponement of the event due to inclement weather.  All unexpended budgeted funds from FY 2023-24 period become subject to the year-end audit for period ending June 30, 2024.  Future City GF appropriations to cover City support services and the annual $7,500 event sponsorship for a second proposed FY 2024-25 event will not be available in May 2025, and must come from another funding source to be identified (i.e. one-time funds from FY 2024-25 CM Contingency (Fund 190) or available FY 2024-25 GFDR Fund Balance).
