BACKGROUND

Community members from the City of San Pablo and the City of Richmond have formed a Cinco de Mayo Parade Event Committee (“Event Committee”) and have been coordinating this year’s Cinco de Mayo Parade to be held on Saturday, May 4, 2024 beginning at 10:00 am. 

 

From the City of Richmond, the parade will travel westbound on Barrett Avenue to northbound on 23rd Street, then turn east onto Market Avenue in San Pablo. After a total distance of approximately two miles, the parade will end at the intersection of Church Lane and Dover Avenue in San Pablo.  The parade is expected to be completed in approximately three hours.

 

Due to the expected increase in the size of the parade, City staff expects that all lanes of traffic will be utilized. Road closures will only be for the length of time it takes for the parade to pass through designated City streets. To support this year’s event, the Event Committee requests a waiver of all related traffic control fees as well as the use of the Senior Center parking lot during the day of the event.  City staff will close the regularly scheduled bingo at the San Pablo Senior Center to accommodate the request for use of the parking lot.  San Pablo Public Works Maintenance Staff will be responsible for barricading streets for this event.

 

Annual Event Sponsorship:

On March 6, 2024, the City received a written request from the Event Committee Co-Chairs which outlines all event details involved with being a major event sponsor for the event.  Additionally, the Co-Chairs are seeking the City of San Pablo’s continued support with a request for a one-time event sponsorship for celebrating this year’s event.

 

For the 2024 event, the Co-Chairs of the Event Committee have requested a total one-time event sponsorship of $7,500 from the City of San Pablo (See Attachment D). Since the parade was postponed due to inclement weather in May of 2024, the event was pushed into September 14, 2024.

 

City Council Authorizations

City staff are recommending the following City Council authorizations to support this year’s event:

 

1.                     Temporary closure of certain streets for the event which includes: a portion of San Pablo’s 23rd Street, Market Avenue, Church Lane, and Dover Avenue;

2.                     Waiver of traffic control fees;

3.                     The provision of certain City-provided Police Services, Community Services and Public Works Maintenance staff to work and support the event at a cost not to exceed $23,000;

4.                     A one-time City event sponsorship for $7,500; and

5.                     Designation of the San Pablo-Manzanillo Sister City Committee, a local 501(c)(3) organization, as the event’s Fiscal Agent.

 

The City Manager requests a formal authorization from the City Council by majority vote via Resolution this evening.

 

FISCAL IMPACT

A total allocation of $30,500 has been allocated under the City Council Department Budget/Major Community Events Funding Account under the adopted FY 2022-24 Biennial Budget (#100-1110-44050-CIN-CO1) to cover the proposed $23,000 of in-kind City-provided services (i.e. Police Services, Public Works, and Community Services staff), and includes a one-time event sponsorship authorization in the amount of $7,500, respectively. Since the parade was postponed due to inclement weather in May of 2024, the special events budget will be impacted for FY 2024/25.
