In accordance with this analysis, MDA prepared addenda to the two EIRs and the MND, which the City Council considered and approved on December 20, 2021.

Improve Public Safety is a Top Council Priority under the FY 2025-27 Council Priority Workplan, effective April 7, 2025.

 

BACKGROUND

On December 20, 2021, the City of San Pablo approved the issuance of lease revenue bonds and authorized the appropriation of funding for a future Police Headquarters and Public Safety Training Center (the “New Police Facility”) to be located at 1050 Gateway Avenue, directly north of the new City Hall.  The New Police Facility consists of a two-story building of approximately 42,000 square feet.  It will accommodate approximately 88 full-time Police Department employees and will include the following, but not limited to: instructional and training uses, future mental health crisis deployment office, drone technology deployment, K-9 training area, and additional instructional and training uses such as classroom settings, mat rooms, and multi-lane pistol and rifle ranges (indoors).  The facility is designed to achieve a LEED certified level (or equivalent) and to have an architectural style consistent with that of the San Pablo City Hall.

 

On September 30, 2021, the City released a Request for Proposals and Qualifications for Construction Management/Project Management Services for the New Police Facility. The City received six proposals. After review and interviews, City staff concluded that mack5 best demonstrated the experience, expertise and qualifications necessary to perform the services and requirements outlined in the RFPQ.

 

On January 19, 2022, the City entered into an Agreement with Mack5 for project and construction management services for the New Police Facility. The agreement was in the amount of $882,925.

 

The First Amendment to Agreement (the “First Amendment”) effective November 21, 2023, increased the compensation by $169,468 and amended the scope of services to include the additional services.

 

The Second Amendment to Agreement (the "Second Amendment") effective July 18, 2024, increased the compensation by $50,000.

 

The Third Amendment to Agreement (the "Third Amendment") effective July 8, 2025, increased the compensation by $94,813 and amended the scope of services.

 

The Fourth Amendment to Agreement (the “Fourth Amendment”) effective October 21, 2025, increased the compensation by $140,142, amended the scope of services to add additional services and extended the term of the Agreement through and including December 31, 2026.

 

Due to the project schedule extension, additional services and special testing are needed for the New Police Facility, and it is therefore necessary to increase the compensation payable to Mack5.

 

The proposed resolution approves and authorizes the City Manager to execute the Fifth Amendment to Agreement (the “Fifth Amendment”) which increases the compensation by $436,455, and amends the scope of services to include the additional services.

 

FISCAL IMPACT

The $436,455 funding for the Fifth Amendment will be expended from account 320-0104-43605-GFD-422. Sufficient funding exists in the project appropriation, no new appropriation is required.
