Improve Public Safety is a major policy goal under the FY 2023-25 City Council Priority Workplan, effective May 1, 2023.

 

BACKGROUND

On November 1, 2010, the San Pablo City Council approved the initial purchase of the ShotSpotter Respond gunshot detection software system (Resolution 2010-123).   Since this initial implementation of the ShotSpotter “Respond” system, the San Pablo Police Department (SPPD) has continued an annual service renewal with this established vendor under approved contract terms.

 

In 2023, ShotSpotter, Inc. changed its company name to SoundThinking, Inc., and changed its product name to ShotSpotter (formerly “Respond”). 

 

ShotSpotter technology has played a significant role in the San Pablo Police Department’s crime reduction strategy.  Prompt notification alerts and precise location data ascertained through the ShotSpotter system are critical for SPPD personnel when responding to shooting-related criminal incidents, including homicides and other violent crime. 

 

Since its implementation in 2010, ShotSpotter public safety infrastructure has expanded to 100% coverage in the City of San Pablo.  This established sensor technology provides SPPD personnel with an enhanced capability to quickly respond to precise locations of detected gunfire throughout the City of San Pablo.

 

The Police Department seeks authorization from the City Council to enter into a three-year service renewal agreement with SoundThinking, Inc., at an amount not-to-exceed $135,509 per year, subject to funding availability.  The proposed effective date of the Agreement is July 1, 2024, renewed on an annual basis through June 30, 2027.

 

Waiver of Formal Bid Requirements

Under Section 3.16.110 of the San Pablo Municipal Code, this contract is exempt from City bidding requirements because (1) it involves the acquisition and installation of equipment and products, and the retention of specialized consulting services, which are an integral part of the contract and necessary for the City’s use, training, installation, maintenance, and servicing of such equipment and products (Section 3.16.110(B)); and (2) it constitutes a sole source contract (Section 3.16.110(C)) due to the established vendor relationship and existing citywide infrastructure of public safety technology equipment. More particularly, the equipment, products, and services of the ShotSpotter system, provided solely by SoundThinking, are the only feasible source of such equipment, products, and services that meet the City’s requirements, and are an integral part of existing Police Department operations (Section 3.16.110(C)).

 

Public Safety Standing Committee

On June 26, 2024, the Public Safety Standing Committee (Pabon-Alvarado; Xavier) reviewed the SPPD’s proposal to enter into the 3-year agreement with SoundThinking, Inc. for ShotSpotter services, and recommended the City Council approve the new agreement.

 

FISCAL IMPACT

The annual cost for ShotSpotter service renewal is $135,509, with a total cost not to exceed $406,527 over the three-year Agreement term as documented in Exhibit A of the Agreement.   The annual expense of this Agreement will be allocated, budgeted, and funded through the Police Department’s operating budget (Professional Services: 100-2110-43600).
