FY 2025-27 Council Priority Workplan Compliance Statement: Identify and Implement Long-Term Environmental Stewardship Goals and Continue to be an “Employer of Choice” to attract and retain talent and to continue to provide the community with exceptional services is in the FY 2025-27 City Council Priority Workplan, effective April 7, 2025.

 

BACKGROUND

City Manager Administrative Authority

The City Manager serves as the Administration Head of the City, with powers of appointment; authority to re-organize City positions to meet City operational requirements; with further authority to develop the City’s Salary and Compensation Plan enumerated under Chapter 2.04 of the San Pablo Municipal Code (Sections 2.04.140; 2.04.170; 2.04.180; 2.04.220). 

 

Under the City of San Pablo’s Personnel Rules last adopted pursuant to Resolution 2014-031, Section 2.03 establishes the authority of the City Manager (as Personnel Officer) to prepare and make revisions to a Classification and Compensation Plan for all Miscellaneous/Classified Service positions (hereafter referred to as “the Plan”). The Plan includes an Employee Allocation List, Salary Range Schedules and Class Specifications.

 

FY 2026-27 Proposed Plan Amendments

I.                     ESTABLISH THE ENGINEERING SERVICES MANAGER CLASSIFICATION AND RECLASSIFY ONE VACANT SENIOR CIVIL ENGINEER POSITION

Employee Group: Division Manager (Non-represented)

Staff recommends establishing the Engineering Services Manager classification and reclassifying one vacant Senior Civil Engineer position to better align the Public Works Department’s organizational structure with current operational needs.

The proposed classification change is consistent with amendments to Section 2.08.070 of the San Pablo Municipal Code, which provide greater flexibility in the organizational structure of the Public Works Department by clarifying that the Director of Public Works and City Engineer roles may be held separately. The amendment recognizes that executive departmental leadership and technical engineering services may be provided through separate positions while maintaining the ability for one individual to serve in both roles when qualified.

The Engineering Services Manager classification will provide dedicated management and oversight of the City’s engineering functions, including capital improvement projects, engineering review, infrastructure planning, development coordination, and technical services. Establishing this classification allows the City to maintain qualified engineering expertise while providing flexibility in recruiting and structuring Public Works leadership.

Staff recommends reclassifying one vacant Senior Civil Engineer position to Engineering Services Manager to reflect the increased management responsibilities and operational oversight associated with the position.

Proposed Salary Range:
The proposed monthly salary range for the Engineering Services Manager classification is as follows: Step A - $14,400.25; Step B - $15,120.26; Step C - $15,876.27; Step D - $16,670.09; and Step E - $17,503.59.

The proposed salary range is comparable to other Public Works management classifications and reflects the transition from a senior-level technical classification to a management-level classification. The proposed range recognizes the increased scope of responsibility, supervisory oversight, departmental coordination, and administrative functions associated with the Engineering Services Manager role.

II.                     AUTHORIZE A FULL-TIME FOUR-YEAR LIMITED-TERM MAINTENANCE WORKER I/II POSITION FUNDED THROUGH THE U.S. ENVIRONMENTAL PROTECTION AGENCY SP-STORM (0908) GRANT

Employee Group: Operating Engineers Local 3

Staff recommends authorizing one full-time, four-year limited-term Maintenance Worker I/II position funded through the U.S. Environmental Protection Agency SP-STORM (0908) Grant.

The limited-term position will provide additional operational capacity to support stormwater-related maintenance activities, implementation of grant-funded projects, and compliance with applicable stormwater management requirements. The position will assist the Public Works Department in maintaining infrastructure and delivering services consistent with grant objectives and community needs.

Pursuant to the requirements of the Meyers-Milias-Brown Act (MMBA), City staff provided notice to Operating Engineers Local 3 (OE3) regarding the proposed establishment of the limited-term Maintenance Worker I/II position and afforded the bargaining unit an opportunity to meet and confer over the impacts of the proposed change. As of the date of this report, the City has not received any response from OE3 indicating opposition, concerns, or a request to meet and confer regarding the proposed position.

The position is limited to the duration of available grant funding, currently anticipated through June 30, 2030 and or until funding sources remain available.

FISCAL IMPACT

The establishment of the Engineering Services Manager classification and reclassification of one vacant Senior Civil Engineer position will result in an amendment to the City’s Classification and Compensation Plan. Any salary and benefit impacts associated with the reclassification will be absorbed from vacancy salary savings generated from the adopted Fiscal Year 2026-27 budget.

The authorization of one full-time, four-year limited-term Maintenance Worker I/II position will be funded through the U.S. Environmental Protection Agency SP-STORM (0908) Grant. The position is limited to available grant funding and will not impact the General Fund.
