Expand safe, family friendly park space is an adopted priority item under the FY 2023-25 City Council Priority Workplan, effective May 1, 2023.
BACKGROUND
On November 12, 2024, Rafael Torres, President of San Pablo United Youth Soccer Club (SPUYSC), submitted a letter to the City of San Pablo requesting the waiver of fees for Rumrill Sports Park for the following dates:
January 2-June 30, 2025
o Monday/Wednesday 5:00 pm - 9:00 pm
o Tuesday/Thursday/Friday 5:00 pm - 8:00 pm
o Saturdays and Sundays 9:00 am - 5:00 pm
o Excludes City Holidays/Closure Dates
Under existing City policies, the Rumrill Kiosk is eligible for a fee waiver, and Rumrill Fields 1 and 2 are eligible for a two-thirds reduced fee but not a complete waiver. However, light fees, damage deposit, and hourly base rate rental fees for Rumrill Field 3 are not eligible for a fee waiver or reduction. A facility maintenance fee of $5 per hour of use will be held in a special fund account for future field maintenance.
SPUYSC is a volunteer-run, non-profit organization dedicated to the youth and families in the City of San Pablo and surrounding communities and provides approximately 450 youth between the ages of 3 to 18 years the opportunity to play soccer. Through the sport of soccer, the SPUYSC has been able to increase healthy activity for participants in an outdoor environment and promote sportsmanship, leadership, and teambuilding skills.
The SPUYSC enjoys offering soccer programs in the San Pablo community and promotes the philosophy that all children registered in its programs will be accepted regardless of their religion, race, gender, or immigration status and that no children are left behind due to socioeconomic disadvantages.
Organizations requesting fee waivers need to submit supporting paperwork such as articles of incorporation, updated roster/membership, list of organization officers and contact information, certificate of insurance, and copy of the organization’s by-laws.
SPUYSC has a competition and recreation league option when registering. The recreation leagues costs between $120-$160 per player, per quarter and SPUYSC offers a $10 per player discount to San Pablo residents.
As a condition of the fee waivers for use of the Rumrill Sports Park, a representative of the SPUYSC must participate in at least two major City events which include the Spring Eggstravaganza, Fourth of July, Holiday Tree Lighting, and City Hall-O-Ween. In addition, participants of the SPYUSC who reside within the incorporated City of San Pablo boundaries must receive a reduced registration rate.
Staff recommends that the City Council approve a fee waiver for SPUYSC’s use of the Rumrill Kiosk, and a two-thirds reduced fee for SPUYSC’s use of Rumrill Fields 1 and 2 through June 30, 2025 for the requested dates and times, subject to the conditions outlined above.
COMMUNITY SERVICES STANDING COMMITTEE
On January 7, 2025 this item was taken before the Community Services Standing Committee (Cruz/Pineda) for its review and the Committee unanimously recommended moving forward to City Council to approve the waiver of fees for use of Rumrill Sports Park Kiosk, and a two-thirds reduced fee at Rumrill Sports Park fields 1 and 2 as outlined in this staff report.
FISCAL IMPACT
Adoption of the proposed resolution will result in a loss of approximately $32,614 in rental revenues to the City.
