Community Policing and Strengthen Technological Infrastructure to Enhance Law Enforcement under the Public Safety Policy Area are adopted policy item under the FY 2025-27 City of San Pablo Council Priority Workplan, effective April 7, 2025.
BACKGROUND
Funding Source
The Supplemental Law Enforcement Services Grant Fund 210 (SLESF) is a mandated grant as defined by Government Code Section 30061(b)(3)(i) wherein the County is required to remit a minimum of $100,000 annually to the City to be spent on frontline law enforcement.
Following appropriation of funds by the City Council for eligible frontline law enforcement purposes, any expenditures must comply with the City’s purchasing policy.
Urban SDK Geospatial AI Platform
Urban SDK is a provider of geospatial AI solutions, equipping public safety with actionable insights and automation for mission critical decisions. Established in 2018 and headquartered in Florida, Urban SDK is the only platform on the market that provides a comprehensive geospatial AI platform that provides traffic data, safety analytics and visualization tools. Urban SDK utilizes data from:
• Traffic Cameras
• Vehicle and Pedestrian Tracking Sensors
• GPS Data from Connected Vehicles
With Urban SDK, the Police Department can effectively and efficiently use resources to identify and mitigate high risk traffic corridors, plan traffic enforcement operations, and continually monitor vehicle/traffic speeds throughout the City.
Procurement
Staff recommends exempting this procurement from the City’s competitive bidding requirements under San Pablo Municipal Code Sections 3.16.110(B) and 3.16.110(C). These sections allow exemptions when specialized services are integrated with proprietary equipment requiring expert installation, configuration, and maintenance, and when the software or system components are uniquely available from a sole source vendor.
Urban SDK provides proprietary technology and specialized integration services that are essential for “real-time” traffic analysis. Based on the factors listed above, staff concludes that competitive bidding would not serve the public interest or yield a meaningful advantage.
Staff recommends the City Council approve the sole-source procurement from Urban SDK to ensure the Police Department appropriately utilizes internal resources to address traffic safety concerns.
PUBLIC SAFETY STANDING COMMITTEE
On May 5, 2026, staff presented the Urban SDK purchase to the Public Safety Standing Committee (Mayor Pabon-Alvarado & Vice-Mayor Xavier). The funding source for this procurement was identified from the Supplemental Law Enforcement Services Grant Fund (SLESF). The committee recommended this procurement request be forwarded to the City Council for formal approval.
FISCAL IMPACT
Supplemental Law Enforcement Services Grant Fund (210) has a fund balance of $426,861 available for appropriation. Staff requests an appropriation of $14,500 from SLESF Fund 210-2110-43600, for the purchase and procurement of a geospatial AI platform from Urban SDK.
