The Circle S Project Development is an adopted policy item(s) under the FY 2015-17 Council Priority Workplan Update, effective October 1, 2016. New City Hall Project at Plaza San Pablo is a one of City Council Top Priorities.

 

CEQA Compliance Statement

This is not a project as defined by CEQA. CEQA Guidelines section 15378 states that “project” does not include the creation of government funding mechanisms or other government fiscal activities, which do not involve any commitment to any specific project which may result in a potentially significant physical impact on the environment. 

 

BACKGROUND

On November 18, 2015, City Council adopted Resolution 2015-201 authorizing the City Manager to proceed with the New City Hall Project (“New City Hall Project”) in Plaza San Pablo.

 

On June 14, 2016, the City released a Request for Proposals for the New City Hall Project. The City received four proposals and interviewed two of the proposers. Based on the proposals, presentation, interview and references, staff recommended that Capital Partners Development Company, LLC (“Capital Partners”) best demonstrated the experience, expertise and qualifications necessary to carry out the New City Hall Project.

 

On September 19, 2016, City Council adopted resolution 2016-290 authorizing the City Manager to begin negotiations with Capital Partners for the disposition and redevelopment of the Current City Hall site (“Current City Hall”) and construction of New City Hall facilities (“New City Hall”).

 

On June 19, 2017, City Council is considering a resolution authorizing the execution of an Agreement for Purchase and Sale of Real Property and Joint Escrow Instructions (“PSA”) for the purchase and sale of the Current City Hall. The PSA includes a City Hall Contract (“City Hall Contract”) for the design and construction of the New City Hall. At the same meeting, City Council is also considering a resolution approving the issuance of Lease Revenue Bonds Series 2017 (“LRB 2017”) to fund the City Hall Project.

 

The proposed resolution appropriates $4.5 million from FY 2016/17 General Fund Designated Reserves and $11 million from LRB 2017 proceeds to CIP project budget 320-3200-43600-CIH-CON to fund the New City Hall Project.

 

FISCAL IMPACT

The proposed resolution appropriates $4.5 million from FY 2016/17 General Fund Designated Reserves ($2.5 million from Fire/EMS Services FS 70; $1.2 million from Compensated Employee Absences; $0.8 million from Plaza San Pablo Infrastructure Projects); and $11 million from future 2017 Lease Revenue Bond Proceeds for a total of $15.5 million to CIP project budget 320-3200-43600-CIH-CON for the New City Hall Project.
