FY 2023-25 Council Priority Workplan Compliance Statement

This is not a priority in the Council Workplan but is necessary to effectuate the amendment to the City’s Classification Plan and for City operations.

 

 

BACKGROUND

The City Manager serves as the Administration Head of the City, with powers of appointment; authority to re-organize City positions to meet City operational requirements; with further authority to develop the City’s Salary and Compensation Plan enumerated under Chapter 2.04 of the San Pablo Municipal Code (2.04.140; 2.04.170; 2.04.180; 2.04.220). 

 

Under the City of San Pablo’s Personnel Rules last adopted by Resolution 2014-031, Section 2.03 establishes the authority of the City Manager (as Personnel Officer) to prepare and make revisions to a Classification Plan for all Miscellaneous/Classified Service positions (hereafter referred to as “the Plan”). The Plan includes an Employee Allocation List, Salary Range Schedules and Class Specifications.

 

The Municipal Pooling Authority (MPA) administers risk management services to various cities in Contra Costa County including San Pablo. The MPA Joint Exercise of Powers Agreement, Section 5 requires that each member city appoint either its City Manager or the department head or staff person responsible for its risk management function as a member of the Board of Directors. In addition, each city shall also appoint an alternate to the Board of Directors. This appointment shall be made by the City Council.

 

Pursuant to administrative authority established under Chapter 2.04.180 of the San Pablo Municipal Code:

 

“It shall be the duty and responsibility of the City Manager to recommend to the City Council such reorganization of offices, positions, departments or units under his direction as may be indicated in the interest of efficient, effective and economical conduct of the city’s business.”

 

Proposed FY 2023-24 Plan Amendments

 

I.                     RETITLing ONE FULL-TIME HUMAN RESOURCES MANAGER TO ONE FULL-TIME HUMAN RESOURCES/RISK MANAGER

Due to recent operational changes by the City Manager in effect on March 15, 2024, including the recent appointment of Mr. Charles Ching to the new Director of Economic Development, Housing and Sustainability classification, Ms. Alicia Platt, in addition to her current role as Human Resources (HR) Manager, will be assigned all workers’ compensation claims processing and insurance/liability responsibilities related to the City’s member agency participation in the self-insured Municipal Pooling Authority (MPA) of Northern California. This proposed amendment is critical to meet all City operational requirements, and to minimize HR liability/risk to the City.  Additionally, the Risk Manager function/responsibility is already contained in the current HR Manager job classification established in October 2018 (See Attachment)

 

II.                     DESIGNATING NEW PRIMARY AND ALTERNATE BOARD MEMBERS TO THE

         MUNICIPAL POOLING AUTHORITY

 

As required by SPMC requirements, the City Manager is recommending that Alicia Platt, Human Resources/Risk Manager be appointed to serve as the primary Board Member to MPA and that Brian Hickey, City Attorney, be appointed as the alternate Board Member effective March 16, 2024, and going forward until re-designation of board members by the Council. Approval of this resolution is critical to satisfy the City’s MPA agreement obligations.

 

FISCAL IMPACT

These actions create no new FY 2023-24 impacts.
