BACKGROUND

On April 27, 1948, the City of San Pablo was officially incorporated as a local municipality (299th city out of 478 incorporated cities) within the State of California.  Based on City’s official incorporation date,  the City would be celebrating its 75th Anniversary on April 27, 2023 (see Attachment - Source:  <https://calafco.org/resources/incorporated-cities/california-cities-incorporation-date\> )

 

FY 2021-23 Council Priority Workplan - Potential Amendment

To commemorate this noteworthy and significant event in the City’s history, the City Manager seeks City Council authorization by majority vote via Resolution to consider potential amendment to the FY 2021-23 City Council Priority Workplan (last amended on September 20, 2021 via Resolution 2021-128) to include the following amendment, as proposed:

MAJOR POLICY AREA:   BUILD A HEALTHY COMMUNITY

 

Add/New Policy Item #118: “City of San Pablo 75th Anniversary Celebration (April 27, 2023)”

 

 

Program Expense Budget

It is further proposed that the Resolution acknowledge a program expense budget of $50,000 for the anniversary celebration, funded from the FY 2022-23 City Manager Contingency Reserve.

 

Temporary Ad-Hoc Subcommittee Requested (SPMC Section 2.16.070)

Additionally, the City Manager herein requests the formal establishment of a Temporary Ad-Hoc Subcommittee under Brown Act requirements to coordinate directly with the City Manager, and designated staff, to determine a number of celebratory events, program and promotional activities in preparation for the City’s 75th Anniversary Celebration, including but not limited to, the following:

 

                     Purchase of City of San Pablo swag denoting the 75th Anniversary of Incorporation Date; and

                     Community Event Planning (TBD); and

                     Program Activities and Community Promotions (TBD)

 

Per SPMC requirements, and in consultation with the Mayor, the Mayor recommends that Mayor Xavier and Vice Mayor Pineda be assigned to this Temporary Ad-Hoc Subcommittee for a specific time period, effective August 1, 2022 through December 31, 2022, in accordance with SPMC Section 2.16.070 requirements which requires majority vote approval via Resolution.

 

FISCAL IMPACT

A total of $50,000 has been allocated from the FY 2022-23 City Manager Contingency Operating Reserve Funds for this program budget expenditure by the City Manager under his authorized budget authority for this purpose.  Additional funds above $50,000 will be determined by the City Manager during the course of FY 2022-23 period, and will require City Council approval via Resolution, if warranted.
