Build a Healthy Community: Priority 109 Develop Public Facilities for Active Living (Parks, Open Space, Sidewalks, Trails, Bike Lanes, Etc.) is an adopted policy item under City of San Pablo City Council Priority Work Plan FY 2023-25, effective May 1, 2023 through Resolution 2023-058.

BACKGROUND

Street Lighting and Landscape Assessment District No. 1982-1 provides funding for service and maintenance of street lighting, landscaping, parks and public facilities, including City Hall and the Senior Center. Each year, the City of San Pablo (City) is required to have an Engineer’s Report prepared and filed with Contra Costa County in order to collect the assessments. The engineering firm of LCC Engineering & Surveying, Inc. (LCC) has provided these services since the formation of the assessment district in 1982. This resolution initiates the preparation of the Engineer’s Report for Fiscal Year 2024/25.

In FY 2024/25, new improvements or substantial changes include:

•                     Street light improvements (replace street lights atop signal lights to LED lights to save energy and improve safety)

•                     Replace baseball infields

•                     Repair playing surface of Rumrill Sports Park

•                     Construction of McNeil Park

•                     Construction of Bush Pocket Park

•                     Replace HVAC at Senior Center

•                     Replace roof at Community Center

•                     Replace missing light poles for safety of the public

•                     Median improvements

•                     Street tree maintenance/trimming

LCC has submitted a proposal to perform engineering services necessary to prepare the Engineer’s Report pursuant to the provision of the Landscaping and Lighting Act of 1972 and Article XIIID of the State Constitution (Proposition 218), for continuation of the existing San Pablo Street Lighting and Landscaping District No. 1982-1 for Fiscal year 2024/25. The cost of these engineering services is on a time and materials basis, with a total fee not to exceed $24,796.

LCC has provided excellent service to the City since the formation of the assessment district in 1982. It is because of the firm’s familiarity with this assessment district, the particular services required, their unique expertise, and reasonableness of the cost proposal that staff recommends continued use of their services without soliciting other proposals. LCC Engineering has an existing On-Call Contract with the City, which was approved by City Council on June 30, 2023 through Resolution 2023-101. Staff issued a Task Order under LCC’s On-Call contract and recommends that the Assessment District Engineer be directed to proceed with the preparation of the Engineer’s Report for San Pablo Street Lighting and Landscaping Assessment District No. 1982-1

FISCAL IMPACT

The cost of this service contract is based on time and materials with a total fee not to exceed $24,796. Funding for the cost of the Task Order with LCC Engineering is budgeted within the FY 2023/24 City of San Pablo Street Lighting and Landscape Assessment District budget (237-3610-43600).
