BACKGROUND
On September 2, 2025, following motion made by Mayor Cruz, duly seconded, the City Council directed via majority vote for the City Manager to bring back a position of support on recent immigration integration legislation pertaining to the Renewing Immigration Provisions of the Immigration Act of 1929 Act.
In response to this Council directive, the City Manager’s Office (CMO), in collaboration with the City’s lobbyist, Townsend Public Affairs (TPA), reached out to the City’s’ Federal representatives, US Senator Alex Padilla (D-CA) and Congressional Representative John Garamendi (D-8th) for additional information on any active federal immigration legislation pertaining to the Renewing Immigration Provisions of the Immigration Act of 1929.
In direct alignment with adopted Policy #206 - Support immigration integration legislation, projects & services as outlined in the FY 2025-27 Council Priority Workplan, our lobbyist (TPA) has confirmed specific active federal immigration initiative for the 2025-26 federal legislative cycle and conferred with the offices of Congressional Rep Garamendi (D-8th) on these legislative matters.
Following feedback, the City Manager prepared a letter of co-sponsor and support, signed by Mayor Cruz, and transmitted on 10/15/2025 to the City’s Congressional Representative John Garamendi (D-18th) regarding:
• H.R. 4696: the Renewing Immigration Provisions of the Immigration Act of 1929 Act; and
Please see attached HR 4696 legislation introduced by Congressional Representative Zoe Lofgren (D-18th) on July 23, 2025 into the 2025-26 Congressional Legislation Session for additional information.
City Manager Recommendation
This evening, the City Manager requests formal ratification approval by majority vote (via minute order) of the attached letter from San Pablo Mayor Cruz (on behalf of the San Pablo City Council) to support the City’s request for co-sponsorship and support for HR. 4696 - the Renewing Immigration Provisions of the Immigration Act of 1929 Act by Congressional Representative John Garamendi (D-8th) which was transmitted on October 15, 2025 through our lobbyist, TPA, and via US Regular Mail.
