FY 2023-25 Council Priority Workplan Compliance Statement
This action is consistent with Major Policy Goal: Enhance Community Resilience/Policy No. 205 - Promote Civic Engagement and Awareness in all City Programs/Services. The Proposed FY 2025-27 City Council Priority Workplan will replace the current 2023-25 Council Priority Workplan, and subsequent amendments approved by the City Council via adopted Resolutions since May 1, 2023. Upon City Council approval via Resolution this evening, the FY 2025-27 City Council Priority Workplan becomes effective April 7, 2025.

BACKGROUND
The City Council Priority Workplan (Workplan) is an annual policy making document established by majority vote of the City Council for purposes of providing policy direction for implementation by the City Manager. Once adopted, the City Manager directs all City resources and staffing toward adopted policy areas/items beyond daily operational needs. Periodic amendments are made following adoption throughout the fiscal year period (FY).
FY 2025-27 Council Priority Workplan Update Process
Mr. Patrick Ibarra of The Mejorando Group was retained by the City and facilitated a Special City Council Meeting/Priority Setting Workshop on March 24, 2025. Following significant City Council discussion and public comment received, the City Council unanimously voted by minute order to direct the City Manager to prepare a Proposed FINAL DRAFT Workplan (Workplan) document to include all recommendations from the Executive Leadership Group (ELG), and additions and deletions directed by the City Council at the end of the Special Meeting/Priority-Setting Workshop.
For formal consideration this evening, the City Manager has prepared three (3) documents for formal review and consideration by the City Council this evening following majority vote direction and discussion at the City Council’s Priority-Setting Workshop held on March 24, 2025, as follows:
• Attachment #1: Summary of Policy Amendments for the Proposed FY 2025-27 Workplan document as directed by majority vote from the City Council on March 24, 2025;
• Attachment #2: Summary of Policy Recommendations for the proposed FY 2025-27 Workplan document from the Executive Leadership Group (ELG) staff as presented on March 24, 2025; and
• Attachment #3: Proposed FINAL DRAFT of FY 2023-25 Council Priority Workplan Document with all proposed policy amendments as outlined above.
Two-Step Process for Amending the City Council Priority Workplan
For future policy amendments requested by the City Council, the typical process for considering a formal policy amendment to the City Council Priority Workplan involves two (2) formal steps/procedures for formal consideration, as follows:
• Step #1 Procedure: Adopt by majority vote a minute order to add the proposed amendment to a future City Council agenda for formal policy discussion; and;
• Step #2 Procedure: Have the policy discussion about the proposed Priority Workplan amendment as part of an agendized item at the City Council meeting to meet Ralph M. Brown Act requirements; Adopt a resolution adding the policy amendment to the Priority Workplan by majority vote of the City Council.
Given any concerns about the City Council following the typical two-step process for amending the Council Priority Workplan, the City Manager has routinely recommended this procedure to enable Councilmembers to propose policy amendment(s) to the City Council Priority Workplan while continuing to uphold the City Council’s best interests of open government and transparency, and ongoing compliance with all requirements of the Ralph M. Brown Act.
A copy of the Final Workplan document following City Council action approval this evening will be posted on the City’s website for public viewing and download at: www.sanpabloca.gov
FISCAL IMPACT
None associated with this report, although implementation of any of the specific policy items may have a fiscal impact. Non-budgeted items will be brought forward for Council approval as necessary.
