Community Policing and Strengthen Technological Infrastructure to Enhance Law Enforcement under the Public Safety Policy Area is an adopted policy item under the FY 2023-25 City of San Pablo Council Priority Workplan, effective May 1, 2023.

 

BACKGROUND

 

Funding Source

The Supplemental Law Enforcement Services Grant is a mandated grant, as defined by Government Code Section 30061(b)(3)(i), wherein the County is required to remit a minimum of $100,000 annually to the City to be spent on frontline law enforcement. These grant revenues have accumulated and are available for appropriation by the City Council.

 

Following appropriation of funds by the City Council for eligible frontline law enforcement purposes, any expenditures must comply with the City’s purchasing policy.

 

Barricade AI, Inc. Software

The Police Department has partnered with Barricade AI, Inc. to implement artificial intelligence software aimed at improving officers' report-writing efficiency. Barricade AI is an advanced report generation tool that supports 35 languages, integrates with the department’s body-worn and fleet camera systems, processes data from the CAD system, and enhances the accuracy and consistency of police reports. By leveraging this technology, report-writing time is expected to decrease by 70%. The department anticipates entering into a service agreement with Barricade AI, Inc. beginning March 2025 through June 2026 at a total cost of $20,000.

 

Staff recommends that the procurement of services from Barricade AI, Inc. be exempted from the City’s standard bidding procedures because the purchase involves specialized software products and equipment for which the City must also retain specialized consulting services for training on its use, installation, maintenance, and servicing (San Pablo Municipal Code Section 3.16.110(B)). Further, exemption from the City’s standard bidding procedures and sole source acquisition are justified because the products and services required to satisfy the agency’s specific operational needs in enhancing police officer report writing are currently only available from Barricade AI Inc., which is the sole developer and vendor of the proprietary report generation software (San Pablo Municipal Code Section 3.16.110(C)).

 

 

FISCAL IMPACT

Supplemental Law Enforcement Services Grant Fund (210) has an available fund balance of $605,278 for appropriation. Staff requests an appropriation of $20,000 from the SLESF 210 Fund for the service agreement with Barricade AI, Inc.

 

PUBLIC SAFETY STANDING COMMITTEE

On February 5, 2025, staff presented the Barricade AI, Inc. software to the Public Safety Standing Committee (Vice Mayor Pabon-Alvarado & Councilmember Xavier). The committee recommended this procurement request be forwarded to the City Council for formal approval.
