BACKGROUND

Community members from the City of San Pablo and the City of Richmond formed an Event Committee and are coordinating this year’s Fiestas Patrias Event / Latin American Independence Day Parade to be held on Saturday, September 13, 2025, beginning at 10:00 am. 

 

From the City of Richmond, the parade route will travel westbound on Barrett Avenue to northbound on 23rd Street, then turn east onto Market Avenue in San Pablo. The parade will end at the intersection of Church Lane and Dover Avenue in San Pablo.  The parade is expected to be completed in approximately three hours, and its total distance is approximately two miles.

 

The Event Committee requests a waiver of all related traffic control fees and use of the Senior Center parking lot on the day of the event.  The increased parade size will occupy all traffic lanes, however, only intermittent road closures will be in place to allow for the parade to pass through designated City streets. City staff will close the regularly scheduled bingo at the San Pablo Senior Center to accommodate the request for use of the parking lot.  San Pablo Public Works Maintenance Staff will barricade streets for this event.

 

Annual Event Sponsorship:

On March 28, 2025, the City received a written request from the Parade Committee Co-Chair, which outlined the event details involved with being a major event sponsor.  Additionally, the Co-Chair sought the City of San Pablo’s continued support with a request for a one-time event sponsorship for celebrating this year’s parade.

 

 

For the Parade Portion of the event, the City Manager recommends the following: 

1.                     Approval of the $5000 Event Sponsorship Request (Attachment E);

 

2.                      Temporary (intermittent) street closures in accordance with applicable San Pablo Municipal Code requirements;

 

3.                     Waive traffic control fees for the Fiestas Patrias parade in accordance with applicable San Pablo Municipal Code requirements; and

 

4.                     Provision of police, community services and public works staff to support the Fiestas Patrias Parade, (estimated in-kind services of $25,000).

 

FISCAL IMPACT

The September 13, 2025 parade portion of the event will cost approximately $30,000, of which an estimated $25,000 will be in-kind City support services (i.e., Police Services, Public Works, and Community Services staff) and will be covered by existing resources. The remaining $5,000 Special Event Sponsorship for the Parade will be covered from the City’s General Fund Operating Budget, City Event Sponsorships line item (Fund: 100-1110-44050) leaving a remaining balance of $17,500 for FY 2025-26.
