CEQA Compliance Statement: The Giant Rd Bridge Repair Project was assessed and determined to be Categorically Exempt from environmental review under Section 15304(b)&(f), 15301(b)&(c), and 15302(c) of the CEQA Regulations. The CEQA Notice of Exemption (NOE) was originally filed at the Contra Costa County Clerk’s Office on June 18, 2021.

BACKGROUND
Project Background:
As part of the Federal Highway Act requirements, the California Department of Transportation (Caltrans) routinely inspects City-owned bridges to maintain the State's eligibility for federal transportation funding. Bridges are evaluated for structural adequacy and overall condition, with inspection ratings identifying any deficiencies. Bridges determined to be structurally deficient and/or functionally obsolete are eligible for federal funding through the Highway Bridge Program (HBP) for rehabilitation or replacement.
The Giant Road Bridge (State Bridge No. 28C0326), which spans San Pablo Creek, was constructed in 1981. According to the latest Caltrans inspections, there were no critical findings for structural or safety related deficiency that require immediate follow-up inspections or actions. However, the report found the bridge deck is worn, has pattern cracking, deck delamination from the southwestern metal beam guard railing and minor spalling with exposed reinforced steel. The approaching roadway on both directions also has pattern cracking. The report recommends the removal and replacement of bridge deck joints, removal and replacement of unsound concrete, cleaning and treatment of exposed reinforcing steel, pavement conform work, application of a polyester concrete overlay across the entire bridge deck, and removal and replacement of roadway striping.
In 2016, City staff submitted a grant application under the Highway Bridge Program, administered by Caltrans, to fund the bridge rehabilitation project. The City was subsequently awarded $387,230 in HBP grant funding These funds were accepted and appropriated by the City Council pursuant to Resolutions 2019-064 and 2021-079 for the preliminary engineering phase of the project.
In 2021, the City awarded a design services contract to Quincy Engineering. In 2025, Quincy Engineering was acquired by Consor North American, Inc., which completed the final design. Per recommendation from the inspection report, the final project scope includes the removal and replacement of bridge deck joints, removal and replacement of unsound concrete, cleaning and treatment of exposed reinforcing steel, pavement conform work, application of a polyester concrete overlay across the entire bridge deck, and removal and replacement of roadway striping.
On May 14, 2026, the City advertised the Notice Inviting Bids for the construction phase of the project. The Engineer's Estimate for construction was $310,000.

Following the bid opening, staff conducted a review of the apparent low bidder, Altor Construction. During the bid analysis, staff determined that Altor Construction failed to satisfy Item 10 of the Notice Inviting Bids, which required bidders, at least seven (7) days prior to bid submission, to contact the San Pablo Economic Development Corporation (EDC) and provide notice of available subcontracting opportunities. Because this mandatory requirement was not completed, the City determined the bid to be nonresponsive.
Staff subsequently reviewed the bid submitted by the second-lowest bidder, Bay Line Cutting & Coring, and determined that it had also failed to comply with the same mandatory outreach requirement. Accordingly, that bid was likewise determined to be nonresponsive.
The City then reviewed the bid submitted by American Civil Constructors West Coast, LLC and found that all required bid documents had been submitted and all mandatory requirements had been satisfied. The bid was therefore determined to be responsive and complete.
During the City's bid tabulation process, staff identified a discrepancy in the total amount shown for Bid Schedule Line Item 11. The Contractor's Bid Proposal listed a total bid amount of $385,000; however, the City's review determined that the correct total Contract Price is $385,270 due to a mathematical tabulation error. An updated Bid Tabulation reflecting the corrected amount was provided to the contractor. Pursuant to Section 12 of the Instructions to Bidders, which reserves the City's discretion to waive immaterial bid irregularities, the Contractor acknowledged and accepted the corrected bid amount and agreed that the revised Contract Price of $385,270 shall govern the Contract.
Accordingly, staff recommends awarding the construction contract to American Civil Constructors West Coast, LLC in the amount of $385,270.
Construction is anticipated to begin in August 2026 and reach substantial completion by the end of September 2026. The contract allows for a construction duration of fifteen (15) working days. To minimize impacts to the traveling public, localized traffic control measures and temporary detours will be implemented throughout construction.
Funding Background:
The City was awarded a total of $387,230 in Highway Bridge Program (HBP) grant funding for the Giant Rd Bridge Repair Project. $61,971 has been expended during the preliminary engineering and design phases of the project, leaving an available HBP balance of $325,259 for construction and construction-related activities.
The City has previously appropriated $40,000 in General Funds as match for construction. The total budget for construction was $365,259. However, the lowest responsive bid was determined to be $423,797 including a ten percent construction contingency.
To fully fund the project, staff recommends reallocating previously appropriated funds in the amount of $58,538 from San Pablo Bridge Parapet Repair Project (0204). Repairs related to the parapet wall will be completed as part of the larger San Pablo Bridge Replacement Project (0202). This reallocation will provide sufficient funding to award the construction contract and complete the Giant Rd Bridge Repair Project.
FISCAL IMPACT
Staff recommends accepting and appropriating $325,259 in Highway Bridge Program (HBP) grant funding for the Giant Bridge Repair Project (0200). The grant funds will be accepted and appropriated as follows:
