FY 2025-2027 Council Priority Workplan Compliance Statements:
Continue Best Management Practices, Fiscal Excellence, and Fiscal Transparency is a major policy goal contained in the adopted Fiscal Year 2025-2027 City Council Priority Workplan, effective April 7, 2025.
BACKGROUND
In Fiscal Year 2025-26, the City engaged Eide Bailly LLP, an Accountancy Corporation, to provide a financial services assessment, software assessment, and financial management consulting support. Building on that engagement and its operational assessment recommendations, the Finance Department recommends the City continue its partnership with Eide Bailly LLP through a new Professional Services Agreement. The Agreement covers a two-year period. In Fiscal Year 2026-27, the scope includes accounting support for year-end close and interim tasks, accounts payable and accounts receivable modernization, continued optimization of the Springbrook system and related processes, and a purchasing policy and procedures update with related improvements. In Fiscal Year 2027-28, the scope includes accounting support for year-end close and interim tasks, project and grant accounting optimization, modernization of payroll processes, a long-term financial plan update and priority-based budgeting implementation, and the development of and modifications to policies and procedures in response to a policy gap analysis. The Finance Department requests that the City Council authorize the City Manager to execute the Statement of Work for a total contract amount not-to-exceed $300,000 over the two-year term.
Budget, Fiscal & Legislative Standing Committee (BFLSC) Review
On June 10, 2026, the BFLSC (Council Member Ponce and Mayor Pabon Alvarado) reviewed the FY 2026-28 Eide Bailly LLP Financial Report and Statement of Work to be formally considered by the City Council on July 6, 2026.
FISCAL IMPACT
The proposed Statement of Work effective July 1, 2026, is in a not-to-exceed amount of $300,000 over a two-year term, comprised of $150,000 for Fiscal Year 2026-27 and $150,000 for Fiscal Year 2027-28. Funding for the Fiscal Year 2026-27 portion is included in the adopted Fiscal Year 2026-27 Budget in the Finance Department Professional Services Budget Line Item (100-1420-43600); no additional appropriation is required. Funding for the Fiscal Year 2027-28 portion will be incorporated into the Fiscal Year 2027-28 Budget.
