Foster Youth Leadership/Cultivation of the Next Generation of Civic Leaders and Foster College and Career Readiness, Education, Youth Leadership, and City/Contra Costa College/WCCUSD Partnerships are adopted policy items under the FY 2025-27 City Council Priority Workplan, effective April 7, 2025.
BACKGROUND
The purpose of the San Pablo Youth Commission (SPYC) is to act as a liaison between the San Pablo youth community and the City Council, to advise the City Council on youth-related issues, and to promote civic engagement among youth in San Pablo by:
o Service Learning by participating in volunteer opportunities;
o Professional Networking creating alliances with other community-based organizations;
o Youth Leadership opportunities through convening community events and activities that encourage youth voice; and
o Community Engagement by connecting youth to community issues.
SPYC is guided by Bylaws which were originally approved by the City Council on April 5, 2010. Since then, the Bylaws have been reviewed and updated by the City Council following recommendations from the SPYC to evolve with each cohort’s needs, goals, and objectives. The most recent update occurred in April 2023.
BYLAW AMENDMENTS
The proposed amendments to the SPYC Bylaws are intended to make membership more accessible, encourage consistent participation, and better accommodate youth schedules:
• First, formal appointments would be expanded from twice a year (spring and fall) to three times a year (fall, winter, and spring), which would reduce the waiting period for interested youth who want to become official SPYC members.
• Second, the attendance policy would be updated to provide earlier intervention. Rather than waiting until a member has missed four consecutive meetings, staff would contact a member after two consecutive absences and provide notice that a third consecutive absence may result in termination. If that member misses a third consecutive meeting, the question of that member’s continued service will be agendized and considered by the SPYC’s next regular meeting. This change is intended to promote consistent attendance and active participation while reducing meeting cancellations caused by a lack of quorum.
• Finally, regular monthly meetings would be scheduled from September through May, with special meetings held as needed during June through August rather than requiring regular summer meetings. This change recognizes that the summer months are particularly busy for youth and would allow SPYC members greater flexibility to participate in other City programs, such as the summer internship and Teen Camp.
COMMISSIONER APPOINTMENTS
The SPYC Bylaws allow for up to 25 youth between 13 to 19 years of age to serve as Youth Commissioners for a term of six months. In August 2026, the appointment terms ended for fifteen Commissioners, twelve of whom are seeking reappointment. An additional three new potential members are seeking appointment. With the reappointment of twelve incumbents and three new members, the San Pablo Youth Commission would have fifteen active Commissioners, each serving a six-month term ending in March 2027.
COMMUNITY SERVICES STANDING COMMITTEE
On September 15, 2026, the Community Services Standing Committee (Cruz/Pineda) received a presentation on the proposed amendments to the San Pablo Youth Commission Bylaws, as well as the appointments for the new term. The Committee recommended this item be forwarded to the City Council for formal consideration
