BACKGROUND

The City Council approved the By-Laws for a new Youth Commission on April 5, 2010 and approved amendments to the By-Laws on May 20, 2013.

 

The purpose of the San Pablo Youth Commission is to act as a liaison between the San Pablo youth community and the City Council, to advise the City Council on youth-related issues, and to promote civic engagement among youth in San Pablo by:

 

                     Creating opportunities to engage youth in community issues;

                     Supporting and developing programs and events to encourage youth voice;

                     Creating alliances with other youth-based organizations;

                     Fostering the development of the next generation of youth leaders; and

                     Serving the needs of the community.

 

The primary duties of the Commission are to represent and be an advocate for the youth of the City of San Pablo, to review those municipal matters referred to it by the City Council and City staff, as well as to report its findings and make recommendations to the City Council and City staff.

 

The By-Laws allow for 20 members. See Attachment A for the By-Laws.   We have received 11 applications from youth residing in San Pablo, 5 of whom have been interviewed by a panel of youth commissioners and the staff liaison. Five of the 11 youth are being recommended for appointment. The term for new appointments shall be March 20, 2017 through March 19, 2018.

 

Refer to Attachment B for a roster of the individuals who are being recommended. The next recruitment phase will begin in August. Applicants who successfully complete the application process will be recommended to City Council for appointment in October.

 

With City Council’s formal authorization of the San Pablo Youth Commission, meetings are subject to the Brown Act. The next meeting is scheduled for April 6, 2017.

 

FISCAL IMPACT

Although this action will not result in the expenditure of funds, a total of $6,800 has been allocated for Youth Commission expenses as part of the adopted budget. The Youth Services General Fund Account 100-5110-43500 and 100-5110-43510 will cover costs for supplies and meeting refreshments.
