FY 2023-25 Council Priority Workplan Compliance Statement

Major Policy Goal: Improve Public Safety - 500 Employ Integrated Efforts to Reduce Blight are adopted policy items under the FY 2023-25 Council Priority Workplan, effective May 1, 2023.

 

BACKGROUND

The City’s street sweeping operation removes trash and garbage via mechanical or manual means from the street and prevents same trash and garbage from migrating onto local waterways.  A clean street also adds a beautification aspect to the neighborhood. 

 

In June 2016, the City executed a contract with Contract Sweeping Services (now owned by Sweeping Corporation of America) to provide Citywide street sweeping services.  The contract is set to expire on June 30, 2023.

 

On January 23, 2023, staff issued a Request for Proposals (RFP) soliciting proposals for street sweeping services for all City streets.  On February 23, 2023, the City received three (3) sealed bids for street sweeping services. The bid results were as follows:

Staff performed a thorough review and evaluation of the proposals, qualifications and references.  The evaluation was to determine the most qualified bidder and not solely the lowest bidder.  SCA was deemed the best qualified.  Given SCA’s experience and past performance on similar projects and overall value, staff recommends selecting SCA to provide Citywide street sweeping services for Fiscal Year 2023/24 and subsequent years. 

 

FISCAL IMPACT

Funds for the proposed street sweeping agreement in an amount not to exceed $180,000 are available in the adopted FY 2023/2024 Street Maintenance Street Sweeping operating budget (200-3710-43600).   Funding for the remaining four fiscal years under the contract will be subject to future budget approval by the City Council.

 

The agreement integrates an annual price escalator based on the U.S. Bureau of Labor Statistics, Consumer Price Index, San Francisco Area, with a minimum annual increase of three percent (3.0%) and a maximum annual increase of five percent (5.0%).  The annual cost of the contract is shown in Table 1 below.
