FY 2025-2027 Council Priority Workplan Compliance Statements:
Improve Public Safety is a major policy goal contained in the FY 2025-27 City Council Priority Workplan, effective April 7, 2025.
BACKGROUND
The San Pablo Police Department was recently selected by the California Department of Alcoholic Beverage Control (ABC) to receive grant funding in a total amount of $68,118 to participate in the ABC Alcohol Policing Partnership (APP) program to reduce youth access to alcohol and increase safety in the community. These funds are provided to the Police Department to develop and maintain an effective, comprehensive, and strategic approach to address alcohol-related crime and public nuisance issues associated with through education and proactive enforcement.
The City of San Pablo has more than sixty establishments licensed to sell alcoholic beverages, and faces persistent issues associated with underage drinking, public intoxication, and alcohol-related disturbances. From 2023 - 2025, the San Pablo Police Department has seen a 50% increase in DUI-related collisions, and a 24% increase in the number of subjects arrested for public intoxication. Through the utilization of prior awarded grant funding, the San Pablo Police Department has been successful in its strategic and comprehensive approach to deter the sales and/or furnishing of alcohol to minors through enforcement, education, and community partnerships with our licensed establishments to ensure compliance with state regulations and law.
The Police Department intends to utilize awarded funds to enhance ongoing efforts in addressing and deterring illegal activity and public nuisance issues through education and enforcement, prevent the furnishing of alcohol to minors, and to ensure continued compliance by ABC-licensed establishments within the City of San Pablo.
The San Pablo Police Department supports the grant goals and wishes to participate in the grant program. The grant period is from July 1, 2026 - June 30, 2027, and allows a maximum of $68,118 in approved grant-related expenses to be reimbursed by the State of California Department of Alcoholic Beverage Control (ABC).
PUBLIC SAFETY STANDING COMMITTEE
Staff presented on the Police Department’s participation in the ABC Alcohol Policing Partnership program to the Public Safety Standing Committee. (Mayor Pabon-Alvarado and Vice-Mayor Xavier) on July 22, 2026. The Committee unanimously voted to receive the presentation and recommended to forward to City Council for formal consideration and approval.
FISCAL IMPACT
Reimbursed grant funding, in an amount not-to-exceed $68,118 during the grant period, would be accepted into the Police Grants revenue line item (100-2110-33405) and appropriated to the Overtime line (100-2110-41002), the Special Department Expense line (100-2110-44000), Uniforms/Equipment line (100-2110-42000), and the Training and Travel line (100-2110-44320) for associated grant activities, operations, and purchases in the following amounts:
