Proposed Policy No.301.4 is not contained in the FY 2023-25 City Council Priority Workplan, effective May 1, 2023

 

CEQA Compliance Statement

This proposed action is not a project as defined by CEQA; although, particular projects in the Workplan may be subject to CEQA and require additional review.

 

BACKGROUND

 

Adopted City Council Priority Workplan (FY 2023-25)

On May 1, 2023, the City Council adopted the FY 2023-25 City Council Priority Workplan (Workplan) via Resolution 2023-058 following a Strategic Planning Workshop process which concluded in April 2023.  At the same meeting, City Council approved Amendment No.1 to the Workplan via Resolution 2023-065. Additional policy amendments have been approved to date for the FY 2023-24 period, as follows:

 

On June 5, 2023, the City Council approved Amendment No. 2 to the Workplan via Resolution 2023-092.

 

On August 7, 2023, the City Council approved Amendment No. 3 to the Workplan via Resolution 2023-130.

 

On December 13, 2023, the City Council approved Amendment No. 4 to the Workplan via Resolution 2023-167.

 

On February 5, 2024, the City Council approved Amendment No. 5 to the Workplan via Resolution 2024-015.

 

On March 18, 2024, the City Council approved Amendment No. 6 to the Workplan via Resolution 2024-042.

 

On July 15, 2024, the City Council approved Amendment No. 7 to the Workplan via Resolution 2024-106.

 

On September 3, 2024, the City Council approved Amendment No. 8 to the Workplan via Resolution 2024-120.

 

All approved policy amendments to the FY 2023-25 Council Priority Workplan which have been adopted via Resolution by the City Council are summarized, and available for public download on the City’s website at the attached here:

Two-Step Process for Amending the City Council Priority Workplan

The process for considering a formal policy amendment to the Workplan involves two (2) steps, as follows:

 

                     Step No.1: Adopt a motion via minute order to add the proposed Workplan amendment to a future City Council agenda for formal policy discussion; and

 

                     Step No.2: Have the policy discussion about the proposed Workplan amendment as part of an agendized item at the City Council meeting to meet Ralph M. Brown Act requirements; Vote to approve/deny the policy amendment to the Workplan by majority vote via Resolution.

 

Proposed Workplan Amendment No. 9 for City Council Discussion

At the end of the regular City Council meeting on September 16, 2024, on motion was made by Vice-Mayor Cruz and duly seconded, the City Council directed the City Manager by majority vote approval via minute action to return to the City Council, with a proposed policy amendment to consider amending the FY 2023-25 City Council Priority Workplan for formal adoption, and policy implementation, as follows:

 

-                     Motion was made by Vice Mayor Cruz, seconded by Councilmember Pabon-Alvarado, to schedule a discussion related to a workplan amendment to explore financial assistance programs for ADUs and request monies from the Affordable Housing Programs that we have, and maybe move some money around from our Slash and Wish programs to help residents build ADUs.

 

For simpler clarification, the City Manager proposed the following language change on September 17, 2024 to Vice Mayor Cruz’ motion which is in alignment with his original motion made at the end of the regular City Council meeting held on September 16, 2024 for City Council formal policy consideration this evening, as follows:

 

UNDER MAJOR POLICY GOAL:   EXPAND HOUSING OPTIONS

 

Add New Policy No. 301.4:

 

Explore the feasibility to: (1) Expand financial assistance program(s) available to qualified, local residents (with appropriate funding source identified) that potentially increases home ownership opportunities for legally, permitted Accessory Dwelling Units (ADUs) within City limits, and (2) Conduct further legal analysis and operational study on substantial compliance with SB 9 regulatory requirements for applicable residential zones within the City.

 

City Manager Recommended Procedure

To formally amend the FY 2023-25 City Council Priority Workplan, the City Council must adopt Proposed Policy Amendment No. 9 (as New Policy No. 301.4) by majority vote via Resolution this evening.
