FY 2023-25 City Council Priority Workplan
The Measure S and Measure K Citizens Oversight Committees vacancy is not a specific priority included in the Adopted FY 2023-25 Council Priority Workplan, as amended May 1, 2023 but the Committees support several of the adopted Major Policy Goals.
BACKGROUND
Pursuant to the terms of Measure S (adopted in November 2020) and Measure K (adopted in June 2014), these ballot measures adopted by local voters require the establishment of a Citizens’ Oversight Committees (Committees).
Under the establishing ordinances and criteria set forth in Chapters 3.25 and 3.26 of the San Pablo Municipal Code, members of each Committee shall consist of San Pablo residents or representatives of San Pablo businesses. The purpose of the Committees is to review and report on the receipt of revenues and expenditure of funds received by the City from the tax authorized by Measures S and K to ensure such revenues are spent in a manner consistent with the voter-approved measures. Any Committee member may be permitted to serve on both Committees at the same time and, in the event both Committees have overlapping membership, the Committees are authorized to undertake their duties in a coordinated manner.
Staff posted a Notice of Vacancies on March 12, 2024 to solicit applications for those interested in serving on the Committees. Mr. Luong submitted an application, expressing his desire to be a member of the Committees. No other applications have been received as of the time this report was finalized. Staff recommends that City Council appoint Mr. Jonathan Luong to the Committees and direct staff to post a new Notice of Vacancy for the one (1) remaining vacant seat on each Committee.
