COUNCIL PRIORITY WORKPLAN statement

Major Policy Goal: Build a Healthy Community - 109 Develop Public Facilities for Active Living is a Major Policy Goal under the FY 2023-25 Council Priority Workplan, effective on May 1, 2023. 

 

BACKGROUND

The Bush Avenue Pocket Park (Happy Friday Park) Project is a proposed multi-benefit, community-informed pocket park project that will transform the 1701 Bush Avenue vacant lot into a pocket park with swings, exercise loop, fitness machines, shade structures, other play equipment, and native plants-all elements residents stated they would like to see.

 

Award

City Council awarded the construction contract for the project to Michael Paul Company on February 20, 2024 pursuant to Resolution 2024-023 after a competitive bidding process.  Council authorized the City Manager to execute an agreement in the amount of $571,887.66 with a 15% contingency for a total contract authorization not to exceed $657,671. 

 

The Notice to Proceed with work was issued on February 22, 2024, and work began on March 25, 2024. 

 

Construction Change Orders

There have been five change orders for the project.  Those change orders have addressed adding drainage to the site due to high ground water, additional grading to address remnants of previous site structure, additional grading to playground site for drainage structures, irrigation system modifications, and additional sidewalk upgrades to accommodate pedestrian demand to access the park entrances. 

 

The summation of these additional work items provides better storm water drainage, storm water pollution control; and provides better park access.

To fund the additional scope of work encountered for the Bush Avenue Pocket Park, Public Works proposes to re-allocate underutilized funding from design phase and construction management to construction phase; no additional project funding is required.

 

Staff is requesting authorization to increase the total construction authorization by $15,000 to $672,671.  This amount includes the base contract, and contract change orders.

 

FISCAL IMPACT

All prior funding for the construction contract has previously been allocated to the Bush Avenue Pocket Park (Happy Friday Park) Project (0502) by Council.  The fiscal impact of the current recommendation is outlined in the table below.
