CONSIDER RESOLUTION AUTHORIZING THE CITY MANAGER TO ENTER INTO A PROFESSIONAL SERVICES AGREEMENT WITH BAJAN SECURITY FOR FOUR YEARS FOR (1) SECURITY SERVICES AT RUMRILL SPORTS COMPLEX, AND SECURITY AND GREETING SERVICES AT CITY HALL IN AN AMOUNT NOT TO EXCEED 150,000 PER YEAR, FOR A TOTAL AMOUNT NOT TO EXCEED $600,000 OVER FOUR YEARS AND (2) PRIMARY SECURITY GUARD SERVICES FOR PRIVATE RENTALS OF CITY FACILITIES TO BE PAID BY THE RENTERS.

BACKGROUND
On March 28, 2022, the City issued a Request for Proposals (“RFP”) for security services for Rumrill Sports Complex, security and greeting services at City Hall, and security at private rentals for City reserved buildings (see Attachment 1) for a period of up to 5 consecutive fiscal years.
Private rental security costs are considered “to be determined” as security for all private rentals is paid for by the individual renter. Security requirements for private rentals are determined by the San Pablo Police Department as part of the private rental review process. The fees paid for private rental security will be handled outside of the $150,000 per year contractual obligation of the City for security at Rumrill Sports Complex, security and greeting services, and after-hours meetings at City Hall Council Chambers.
The City received one proposal from Bajan Security Services whose proposal demonstrated the expertise and qualifications necessary to meet the goals outlined in the RFP.
On June 6, 2022, City Council issued Resolution No. 2022-074 accepting the proposal that was submitted by Bajan Security Services and entered into a professional services agreement for a period of one year, which expired on June 30, 2023. Staff is seeking to enter into a new agreement for the remaining 4 years, from July 1, 2023 through June 30, 2027, with the option for the City to terminate for convenience at any time for the duration of the contract.
Bajan Security has increased its fees by $1 per hour per guard for the 2023 / 2024 fiscal year and staff will continue to monitor the contract on an annual basis.
FISCAL IMPACT
The fiscal impact on the City will not exceed $150,000 annually for four years, and will be allocated from the Recreation Professional Services account (100-5210-43600) for security services at: Rumrill Sports Complex, security and greeting services at city hall, and security services at after-hours meetings in City Hall Council Chambers. The cost of security services for private rentals of City facilities will be allocated to revolving account No. 910-0000-22906 and paid by the renters.
