BACKGROUND

The Project, located at 2600 Moraga Road, involved the demolition and abatement of the building structures of former El Portal School.  The building compound has been subject to numerous break-ins and vandalism and had sustained significant fire damage.  The Chief Building Official noticed unsafe building conditions and issued a red tag on December 2022.  To eliminate the nuisance, staff recommended to abate and demolish the building structures.

On August 7, 2023 through Resolution 2023-129, City Council awarded the demolition contract to PARC Environmental in an amount of $1,042,635 with a 15% contingency for a total authorization of $1,199,035.  The Notice to Proceed letter was issued on August 8, 2023.  Work was substantially completed by the end of October 2023.

The final construction contract was determined to be $1,084,505, which included $41,870 in contract change orders.  Additional work was directed to remove unidentified asbestos containing materials from behind walls and underground piping.

Staff recommends accepting the work as complete and authorizing the City Engineer to issue a Notice of Completion.  This action will allow the title of the work to transfer from the contractor to the City.  The City is holding a 5% retention on this project. After the prescribed period of recordation of the Notice of Completion, the City will release the final retention payment.

Furthermore, staff recommends re-appropriating unused project funds in the amount of $58,665 to the San Pablo Dam Road/Gateway Project (0605).
