Major Policy Goal: Build a Healthy Community - 109 Develop Public Facilities for Active Living is an adopted policy item contained in the FY 2023-25 Adopted City Council Priority Workplan, updated May 1, 2023.
BACKGROUND
Project Background:
The California Department of Transportation (Caltrans) is required to reduce trash within its Right of Way (R/W) in the San Francisco Bay Region. In the Caltrans Trash Control Implementation Work Plan (TCIWP), one of the strategies is to maximize the efficiency of available State resources is by partnering with local municipalities (i.e. cities, counties) to construct permanent Full Trash Capture (FTC) devices to meet the milestones in the Cease and Desist Order (CDO) (Order No R2-2019-0007) previously issued by the San Francisco Bay Regional Water Quality Control Board (SFB-RWQCB) in February 2019. The City of San Pablo and CalTrans executed a Cooperative Agreement on December 1, 2023 to construct and install a SWRCB approved FTC device, which will be connected to the City’s storm drain system. This is a financial contribution only (FCO) project with funds only contributing to the construction phase of the project. Design costs were funded by the City. Future maintenance costs will be borne by the City’s Maintenance Division.
Location of the FTC device at the intersection of Willow Avenue and Ridge Road maximizes the area of containment upstream of the device and minimizes the opportunity for additional debris entering the storm drainage system prior to its discharge into San Pablo Creek. Furthermore, the location of the device is optimized in the City’s right-of-way to assure access by maintenance staff.
On May 1, 2023 the City entered an agreement with Schaaf and Wheeler to design the device and review the hydrology to determine the ideal placement of the device. On January of 2024 the final design was completed.
On March 18 2024, the City advertised the notice inviting bids. One addendum was issued during the advertisement period. The Engineer’s Estimate for construction was $537,900.
On April 2, 2024, the City received seven (7) bids and publicly opened bids as follows,

|
Corcus Construction, Inc. submitted an online bid, which was deemed non-responsive. The Instruction to Bidders stated that each Bid Proposal must be completed and submitted to the City in a sealed envelope by or before the bid opening date and time. Corcus Construction, Inc. did not submit a hard copy bid to the City Clerk’s attention. Staff recommends Corcus’ bid be rejected as non-responsive.
The apparent lowest responsive and responsible bidder is Golden Bay Construction Inc. from Hayward, California. The bid total is $691,705. Staff conducted a bid analysis and found no irregularity. Staff recommends awarding the contract to Golden Bay Construction Inc. of Hayward, California.
Construction:
The Project is anticipated to start construction in June 2024 and reach substantial completion by the end of November 2024. The time of completion of this construction contract is 130 working days. A moderate to significant impact to residents who live in the Project area is anticipated, as with any other similar-size construction projects in residential area. Appropriate traffic control, pedestrian safety measures and outreach efforts will be implemented. For example, one travel lane for through traffic will be available at all times during construction hours; driveways and sidewalks will be made accessible to residents as much as possible during the excavation and reconstruction of sidewalks; and a Spanish speaking staff is planned to be assigned to the Project so the Project team can efficiently communicate with residents.
Construction Management and Inspection:
For Capital Improvement Projects, the Public Works Department generally provides construction management and inspection; monitors the work of utility companies; and monitors work in the public right-of-way. Currently, Public Works has one full-time inspector. Therefore, surges in inspection demand are being addressed by on call inspection services by consultants. Public Works has several concurrent projects to this proposed Project schedule.
FISCAL IMPACT
All proposed funding has previously been allocated to capital projects by Council. Staff are suggesting a reallocation of unused funds as follows:
