FY 2023-2025 Council Priority Workplan Compliance Statements:

Item 202: Identify and Implement Long-Term Environmental Stewardship Goals is an adopted policy item under the FY 2025-27 Council Priority Workplan, effective April 7, 2025.

 

BACKGROUND

Pursuant to Public Resources Code Section 14581(a)(3)(A) of the California Beverage Container Recycling and Litter Reduction Act, the Department of Resources Recycling and Recovery (CalRecycle) established the Beverage Container Recycling City/County Payment Program. The program’s primary goal is to achieve and maintain an 80 percent recycling rate for all California Refund Value beverage containers, including aluminum, glass, plastic, and bi-metal.

To support this goal, CalRecycle provides funding to eligible cities and counties for beverage container recycling and litter cleanup activities. Each city is guaranteed $5,000 annually, or a higher amount based on population. The City of San Pablo has typically received about $8,000 per year, which has been used to:

                     Purchase recycling tops for public trash cans;

                     Support volunteer cleanup events; and

                     Augment staff salaries for recycling activities.

In addition to this program, CalRecycle oversees several other funding programs. In 2016, the agency updated its procedures to require applicants’ governing bodies to adopt a resolution authorizing grant applications and designating a staff position with signature authority.

With the creation of a new Environmental Division fund (Fund 256), City staff is requesting an updated Council resolution to reflect the new account code for depositing grant funds. If approved, the Public Works Department will continue applying annually to CalRecycle to supplement staff salaries.

FISCAL IMPACT

If the funding request is accepted by CalRecycle, the City will receive approximately $8,000 annually. The funding will be accepted into the Environmental Solid Waste State Grant Revenues Account (256-3510-33404), and appropriated to support staff labor costs. Staff labor hours will be tracked using task code CPP-256 to account for activities related to recycling and litter cleanup activities related to the grant funding.
