CEQA Compliance Statement

The City currently holds a contract with Michael Baker International to determine and satisfy California Environmental Quality Act (CEQA) and National Environmental Policy Act (NEPA) requirements for the Rumrill Complete Streets Project. CEQA and NEPA are expected to be completed in January 2018.

 

BACKGROUND

The City of San Pablo, in collaboration with the City of Richmond, commissioned a Complete Streets Study that considered options for improving Rumrill Boulevard for all road users. This study, which was finalized in 2015, developed a project scope and 30 percent plans for improvements. The Rumrill Complete Streets Project is a two-mile-long project that modifies Rumrill Boulevard in the City of San Pablo between Costa Avenue and San Pablo Avenue.

 

The project proposes to modify Rumrill Boulevard to add Class II and Class IV bikeways or cycle tracks in both directions of travel, while reducing the number of vehicle travel lanes in both directions and adding left turn pockets along the corridor.  Related improvements include landscaped buffers, parking protection, and striped buffers as well as potential physical barriers such as landscaping and curbing.  In addition, the Project will include traffic signal modifications, improved crosswalks, lighting and concrete improvements (i.e. curb ramps, sidewalk, driveways, and median), and flashing beacons, as well as storm drainage improvements, including green infrastructure and landscaping improvements. The original project was scheduled to use Rule 20A funds from PG&E to underground utility lines on Rumrill, however due to delays from PG&E and insufficient Rule 20A funds this component of the project and the associated funds that were previously budgeted must be removed. As part of the original grant application, the City committed $700,000 in funding from Rule 20A as a match for $4.3 million-dollars in Active Transportation Program (ATP) funds. This match will be replaced with the California Natural Resources Agency (CNRA) Grant that is described below.

 

The cost for the improvements on Rumrill Boulevard is estimated at $13.4 million dollars. The City of San Pablo has been awarded the following grants, each having restrictions on the type of improvements to be funded:

                     The City of San Pablo was awarded a $4.3-million-dollar Active Transportation (ATP) Grant managed by Caltrans distributed and through the Metropolitan Transportation Commission (MTC) for design and construction of bicycle related improvements.

                     The City of San Pablo was awarded an $864,634 USEPA San Francisco Bay Water Quality Improvement Fund Grant (SFBWQIF) for design, environmental and to implement green infrastructure as part of the project.

                     The City of San Pablo was awarded a $3.9 million-dollar grant from the California Natural Resources Agency (CNRA) through their Urban Greening Program for construction of bicycle, pedestrian and landscape improvements.

                     The City of San Pablo was awarded a $1 million-dollar Measure J Pedestrian Bike and Trail Facilities (PBTF) grant for construction of pedestrian and bicycle facilities.

Therefore, with the secured/allocated funding there is currently a budget shortfall of approximately $2.4 million-dollars for a full Rumrill Complete Streets Project. Currently staff is working on a grant proposal for the Strategic Growth Council's Affordable Housing and Sustainable Communities Grant (Staff Report #17-0493) to cover $1 million of this shortfall. The Project is in the environmental phase and staff will be providing the final documentation to Caltrans in January 2018. Caltrans review is expected to take 30 days; however, if there are delays in the Caltrans review process, it may require staff to request and extension from the California Transportation Commission (CTC). Currently staff expects all documentation to be finalized in February so that for the request for funds from CTC can be submitted for the March 2018 CTC meeting. If there are any delays, an extension will be necessary and thus the request to release funds will not occur until after June 2018. Once funds are allocated from CTC, staff will begin work on the design phase, which is expected to occur from May 2018 - June 2019.  Then construction is expected to occur from June 2019 - June 2020.

 

FISCAL IMPACT

The current fiscal impact of this report is to reduce the $700,000 that was accepted as Rule 20A funding in account 100-0000-39906 and appropriated to account 320-3200-43600-RUM-CST in Resolution 2016-012 on January 19, 2016.  Staff will return to Council to appropriate the CNRA Urban Greening Grant and the Measure J PBTF Grant once the grant agreements have been signed. When the CNRA Urban Greening Grant is signed and funds have been allocated staff will return to Council to replace the $700,000 in Rule 20A match funds with $700,000 from the CNRA Urban Greening Grant.
