Major Policy Goal: Build a Healthy Community - 109 Develop Public Facilities for Active Living is an adopted policy item contained in the FY 2023-25 Adopted City Council Priority Workplan, updated May 1, 2023.
BACKGROUND
The Citywide Trash Capture Device Installation Project (Project, CIP 0305) is one of the planned measures that aims to comply with provision C.10 of the National Pollutant Discharge Elimination System (NPDES) and fulfill the expectations outlined in the City’s Long Term Trash Management Plan and the NPDES permit. Provision C.10.a. of the NPDES permit requires the City to implement trash load reduction control actions, including full trash capture systems, “to meet the goal of 100 percent trash reduction or no adverse impact” to the creeks by June 30, 2025. It involves installing additional full trash capture systems, called Connector Pipe Screen (CPS) devices in specific storm drain inlets throughout the City.
Staff worked with consultants at Brown and Caldwell to develop the Project plans and Technical Specifications. The Project is broken up into two phases as follows:
Phase 1 - Rumrill Blvd Locations: City Staff have identified up to 44 storm drain inlets where CPS devices may need to be installed or repaired along Rumrill Blvd. Per CNRA grant requirements, these devices need to be installed before the closeout of the Rumrill Complete Streets Project grant. The cost to install these devices will be paid from CNRA grant funds for the Rumrill Project.
Phase 2 - Other Citywide Locations: City Staff identified 72 inlets in the City’s right-of-way as feasible for CPS devices based on current inlet and pipe sizing information.
On April 11, 2024, the City advertised the Notice Inviting Bids online via Planet Bids. Three addenda were issued during the advertisement period. On May 23, 2024, the City received one (1) bid and publicly opened bids as follows:

The apparent lowest responsive and responsible bidder is United Storm Water Inc. from Industry, CA. The bid total is $145,558.00. Staff conducted a bid analysis and found no irregularities. Staff recommends awarding the contract to United Storm Water, Inc.
The construction is scheduled to start in July 2024. The first phase of the Project has sixty (60) working days, while the second phase has ninety (90) working days. The Project is expected to be substantially completed by the end of November 2024.
For the Project, staff recommends a 10% contingency of $14,556, increasing the total authorization amount to $160,114, which would allow staff to approve small contract change orders in the event that some inlets are unsuitable for the devices and in-field changes are made.
