Under Major Policy Goal: Build a Healthy Community, Policy Item No. 120: Increase via future adopted Ordinance City elected officials' salaries, (with no changes to other benefits), to take effect when there is a minimum of one (1) Council member who commences a new term after November 2024 election pursuant to all applicable State law requirements; and Policy Item No.121: Explore the operational feasibility of staff bringing forward for Council Consideration every two years beginning in the Fall of 2026 an ordinance to increase City elected officials' salaries, with no other changes to benefits, to be considered by future adopted Ordinance at least 60 days in advance of every subsequent municipal election held after the November 2024 election, and before the sitting of the next elected Council per all applicable state law requirements are adopted policy items in the adopted FY 2023-25 Council Priority Workplan, effective May 1, 2023.

BACKGROUND
Proposed 2024 Salary Adjustment for City Elected Officials
On September 3, 2024, the City Council deliberated and provided formal direction by majority vote via minute action to proceed with a +30% annual salary adjustment for elected officials via adopted Ordinance when new elective terms of office take effect in December 2024 for the City Council, and when new elective terms of office take effect for the City Clerk and City Treasurer in December 2026. This procedural action is consistent with existing State law, and with policy items #120 and #121 under the FY 2023-25 City Council Priority Workplan adopted by Resolution 2023-092 on June 5, 2023.
At the September 16, 2024 regular meeting, a proposed Ordinance was introduced, with first reading waived, to formally adjust annual salaries by +30% for the City Council, City Clerk and City Treasurer at the beginning of their next elective terms in December 2024 (City Council), and December 2026 (City Clerk and City Treasurer), with a second reading and adoption scheduled for the regular meeting on October 21, 2024.
One-time Budget Appropriation for FY 2024-25
Following second reading and adoption of said Ordinance, scheduled for earlier this evening, a formal budget authorization is necessary to appropriate one-time funding from the FY 2024-25 City Manager Operating Contingency Reserve (Fund 190) to cover all said annual salary adjustment expenses for the City Council from December 2024 through period ending June 30, 2025 which total $11,487, respectively.
FISCAL IMPACT
Annual budgeted expenses (salaries only) for five (5) City Councilmembers for FY 2024-25 total $65,640 annually, and for the Elected City Clerk and Elected City Treasurer at $5,760 annually which are contained in the adopted FY 2025-26 Two-Year Biennial General Fund (GF) Operating Budget, effective July 1, 2024.
Per the Ordinance, scheduled for adoption earlier this evening, a total maximum +30% increase in annual salaries for the City Council will be authorized to take effect beginning the next elective term of office in December 2024. Therefore, a one-time appropriation of $11,487 from FY 2024-25 City Manager Operating Contingency Reserve (Fund: 190) is needed to cover the net GF budget increase to the FY 2024-25 period through period ending June 30, 2025.
Note: A separate budget action will be required to cover the anticipated +30% annual salary increases of the City Council, City Clerk and City Treasurer combined during FY 2025-26, with one-time appropriation of $21,420 from the FY 2025-26 City Manager Contingency Operating Reserve (Fund 190), or other funding source identified by separate adopted Resolution prior to June 30, 2026.
