BACKGROUND
On March 6, 2017, the San Pablo City Council adopted Resolution #2017-045 that reaffirmed the San Pablo Police Department’s general order outlining its obligations with regard to Federal Immigration and Customs Enforcement (ICE). Under this item, the City Council discussed dissemination of the newly adopted policy to the entire San Pablo community for public information purposes, thereby, to reduce fear and anxiety in the community over the recent issues surrounding immigration enforcement by federal authorities, and to re-assure all residents of the role of the San Pablo’s Police Department in focusing on the need for community trust and public safety.
Based on this directive by the City Council, the City Manager has prepared an Official City of San Pablo Statement on Federal Immigration Enforcement for mass mailing publication to reflect the City Council’s adopted policy under Resolution #2017-045 which was adopted by a majority vote of the City Council. The official statement developed for mass mailing publication includes as the undersigned: “City of San Pablo City Council” in addition to the City Manager and Acting Police Chief as signatories (see attachments in English and Spanish).
Mass Mailings Publication Authorization
The City Manager is seeking authorization from the City Council by Minute Action to enable the official statement to be disseminated via U.S. mail in the next regular edition of the City of San Pablo/San Pablo Economic Development Corporation (City/SPEDC) jointly sponsored city-wide publication (“El Portal” Newsletter) which is mailed quarterly to all businesses and residences in San Pablo. This mass mailed publication version will be in compliance with the restrictions on mass mailings made at public expense pursuant to Title 2 of the California Code of Regulations (2 CCR 18901) (see attachment).
The City/EDC “El Portal” newsletter is published and mailed quarterly to all commercial and residential properties/addresses in the City which totals approximately 5,000 publication units. All costs associated with the newsletter are shared equally 50/50 with the SPEDC as a joint agency publication.
FISCAL IMPACT
None associated with this action. All expenses for the City’s proportionate share of the production and publication expenses of the “El Portal” newsletter are already budgeted under the FY 2016-17 GF Budget period.
