FY 2025-2027 Council Priority Workplan Compliance Statements:

The designation of a City Surveyor is not currently included in the City Council Priority Workplan; however, it is recommended to improve cost efficiency and ensure consistency in survey practices for the City of San Pablo.

 

BACKGROUND

The California Professional Land Surveyors’ Act and related provisions of the California Business and Professions Code require cities to designate a City Surveyor to serve in responsible charge of the land surveying work performed on behalf of the municipality including official surveying, boundary, and mapping functions.

 

The City periodically requires the services of a licensed land surveyor to support a variety of municipal activities, including but not limited to:

                     Boundary and lot line determinations;

                     Preparation of legal descriptions and plats;

                     Right-of-way and easement mapping;

                     Construction staking;

                     Topographic surveys; and

                     Review of private development survey documents.

The City does not employ a licensed land surveyor on staff, as the frequency of required surveying services does not justify a full-time position. Historically, the City has retained licensed surveyors on a project-by-project basis. Designating a City Surveyor provides a licensed surveyor to oversee and/or perform required survey related duties. This provides improved response time, greater consistency in survey practices, and enhanced cost efficiency. 

On June 20, 2023, the City Council approved Resolution 2023-101 authorizing an on-call professional services agreement with LCC Engineering & Surveying, Inc. (LCC). Since that time, LCC has demonstrated responsiveness, technical competence, and familiarity with City standards and procedures. LCC currently has no known conflicts of interest with active construction or development projects within the City.

LCC Engineering & Surveying, Inc. employs Professional Land Surveyors who are licensed by the State of California and are in good standing with the California Board for Professional Engineers, Land Surveyors, and Geologists. The firm has more than 30 years of experience providing land surveying services, including municipal boundary surveys, right-of-way mapping, and preparation of records of survey.

Designating a City Surveyor ensures that:

                     All official maps and legal descriptions are prepared, reviewed, and certified by a qualified licensed professional;

                     Boundary, right-of-way, and property determinations are legally defensible;

                     City records comply with applicate state surveying and mapping laws; and

                     Development projects, capital improvements, and infrastructure projects are properly supported.

The designation formally authorizes LCC to act as the City Surveyor for these purposes. This action does not modify or expand any existing contractual or employment relationships with the City.

FISCAL IMPACT

Surveying services will be provided on an as-needed basis and authorized task orders issued under LCC’s existing on-call professional services agreement. Funding for on-call surveying services is included in the FY 2025-26 Public Works Engineering & Administration operating budget (Fund 100) and applicable capital project budgets (Fund 320). Task Orders will be approved only when sufficient operating or capital project funds are available to cover the cost of the requested services. Funding for FY 2026-27 services will be contingent upon future City Council approval of operating and capital improvement budgets.

 

The existing professional services agreement authorizes task orders not to exceed $125,000 per fiscal year for the duration of the term through June 30, 2028.  No additional General Fund appropriation is required as a result of this designation.
