BACKGROUND
The City Council approved the By-Laws for a new Youth Commission on October 5, 2010, approved amendments to the By-Laws on May 20, 2013, and approved additional amendments to the By-Laws on October 15, 2018 (Resolution #2018-133).
The purpose of the San Pablo Youth Commission is to act as a liaison between the San Pablo youth community and the City Council, to advise the City Council on youth-related issues, and to promote civic engagement among youth in San Pablo by:
o Service Learning by participating in volunteer opportunities
o Professional Networking creating alliances with other community based organizations
o Youth Leadership opportunities through convening community events and activities that encourage youth voice
o Community Engagement by connecting youth to community issues
The primary duties of the Commission are to represent and be an advocate for the youth of the City of San Pablo, to review those municipal matters referred to it by the City Council and City staff, as well as to report its findings and make recommendations to the City Council and City staff.
The Commission may also initiate proposals on its own motion, which may be forwarded to the City Council by staff for consideration and action.
The By-Laws allow for 25 members. On October 16th, the appointment terms ended for 14 Commissioners. Nine of those Commissioners are seeking re-appointment.
The San Pablo Youth Commission has received twelve new applications from youth residing in San Pablo, Richmond, Hercules, and El Sobrante. Eight of these youth are interested in becoming an appointed member of the San Pablo Youth Commission. These eight applicants have been interviewed by a panel of Youth Commissioners and the Staff Liaison. Eight youth are being recommended for appointment.
With the acceptance of these eight formal appointments, plus the nine incumbents and the six existing one-year appointments through April 2019, the San Pablo Youth Commission will now have 23 active Commissioners.
Refer to Attachment A for a roster of the individuals who are being recommended. The next recruitment phase will begin in December of 2018. Applicants who successfully complete the application process will be recommended to City Council for appointment in May of 2019.
With City Council’s formal authorization of the San Pablo Youth Commission, meetings are subject to the Brown Act. Youth Commission meetings occur bi-monthly on the first and third Thursday of each month at 5:00 p.m. The next San Pablo Youth Commission meeting is scheduled for November 15, 2018.

There is no new fiscal impact for this item.
