BACKGROUND
On September 16, 2013, City Council by Resolution 2013-144 directed the City Manager to proceed with consolidating the Annual Community Grant Program and the San Pablo Community Foundation (“SPCF”) Mini-Grant Program.
The structure and implementation of the San Pablo Community Grant Foundation Program consists of the following:
• City Manager releases an announcement in the spring, announcing the availability of $100,000 in total grant funding for qualified local community service and non-profit organizations that serve San Pablo residents.
• The $100,000 is typically comprised of: (1) $55,000 from the FY 2020/21 Annual San Pablo Community Foundation Grant Program; (2) a total of $40,000 in private, corporate sponsorship from the Lytton Rancheria Band of Pomo Indians (who own and operate Casino San Pablo) and Republic Services, Inc. (dba Richmond Sanitary Services); and (3) $5,000 from a charitable donation from the San Pablo Senior Advisory Board.
• A five-member San Pablo Community Foundation Grant Review Committee (Committee) typically authorized to make recommendations to the City Council on SPCF grant program, policy and guidelines; review grant applications; and recommend grant recipients.
• The City releases financial disbursements to eligible grant recipients before the close of the fiscal year, June 30th.
Due to the impacts of the COVID-19 Pandemic, the City Manager modified the Financial Reporting process for the FY 2019/20 SPCF Grant recipients. In addition, on April 6, 2020, City Council approved the suspension of the San Pablo Community Grant Foundation Program for FY 20/21 (by Resolution 2020-038).
Unfortunately, throughout the duration of the COVID-19 Pandemic, the City of San Pablo has remained at or near the top of the list of cities with the highest number of positive COVID-19 cases, leading to the City of San Pablo labeled as a “hot zone” for COVID-19. Numbers are generated based upon the number of positive cases the City of San Pablo has (per-capita 100,000) when compared to other cities in Contra Cost County (also per capita 100,000).
Although the number of vaccinated individuals in our community is increasing, the percentage of San Pablo residents who have received vaccinations is well under the County average; thus, the threat and potential spread of COVID-19 is still prominent in our area. Therefore, the City Manager is recommending a temporary suspension of the process for the FY 2021/22 San Pablo Community Foundation Grant Program due to the unforeseen impacts of the COVID-19 Coronavirus until further notice. Staff is hoping to reinstate the San Pablo Community Foundation Grant Program in FY 22/23.
FISCAL IMPACT
Since this item is being recommended for temporary suspension, the action does not result in the expenditure of funds, and, therefore, has no direct fiscal impact.
