FY 2025-2027 Council Priority Workplan Compliance Statements:
Enhance and Diversify Homeless Outreach Services (i.e., CORE, other providers), and Develop and Implement City-Wide Illegal Encampment Strategy is an adopted policy item under the FY 2025-27 City Council Priority Work plan, effective April 7, 2025.
BACKGROUND
On October 1, 2018, City Council adopted Resolution 2018-128 declaring a shelter crisis in San Pablo pursuant to SB 850.
Following this City Council action in 2018, the San Pablo Police Department contracted with Contra Costa County Health Services for a Regional West Contra Costa County CORE (Coordinated Outreach Referral, Engagement) Team for the cities of San Pablo and Richmond. The original contract was entered into on December 1, 2018, and has been extended through June 30, 2026, pursuant to Resolution 2023-100 (June 20, 2023).
On May 6, 2024, the City Council adopted Resolution 2024-056, which authorized the expansion of CORE services in the City of San Pablo through a collaborative pilot program agreement with the City of El Cerrito. This additional coverage resulted in an additional 309 contacts made with unhoused individuals in San Pablo. Expanded CORE services have since continued through this collaborative multi-city agreement, authorized via Resolution 2025-058 and effective through June 30, 2026.
CORE services include canvassing to identify, engage, and connect persons experiencing homelessness to healthcare, social services, and housing. Services also include, but are not limited to, delivering basic supplies, such as socks, hygiene kits, and emergency food and water. Since the introduction of CORE services in 2018, the San Pablo Police Department has found these services to be beneficial to our community, especially for residents experiencing homelessness.
The San Pablo Police Department has continued CORE services from 2018 to present day through collaboration with Contra Costa Health Services and the neighboring West County cities. Currently, CORE serves our community through two teams: 1) the San Pablo/Richmond CORE team, which accounts for 16 hours (2 days) of the 40-hour work week, and 2) the Multi-City CORE team, which accounts for 13.5 hours (1.5 days) of the 40-hour work week.
Following recent deliberations with the City of Richmond, the City of El Cerrito, the City of Hercules, and Contra Costa County, and in part due to the success of the previous partnerships, the Police Department wishes to continue CORE services in the City of San Pablo through collaborative cost-sharing CORE team program agreements. These agreements would continue CORE services for a total of 28 hours per week in the City of San Pablo.
PUBLIC SAFETY STANDING COMMITTEE
A presentation on continuing the current CORE Programs, to include the San Pablo/Richmond CORE team and the Multi-City CORE Team, was presented to the Public Safety Standing Committee (Councilmember Xavier and Councilmember Pabon-Alvarado) on May 5, 2026. The Committee voted to receive the presentation, and recommended it be forwarded to the City Council for formal consideration.
FISCAL IMPACT
The City’s cost-share for continued CORE services through the San Pablo/Richmond CORE team will be $123,688 for the period of July 1, 2026 through June 30, 2027; $129,117 for the period of July 1, 2027 through June 30, 2028; and $134,816 for the period of July 1, 2028 through June 30, 2029. The annual expense of CORE services through the San Pablo/Richmond CORE Agreement will be allocated, budgeted, and funded through the Police Department’s operating budget (Professional Services: 100-2110-43600). The continuation of the Agreement into the following fiscal year(s) will be contingent upon funding availability, as specified Section 1 (“Term”) of the proposed Agreement. This is action is contingent on the City of San Pablo City Council approving the FY 2026/27 & FY 2027/28 Biennial Budget on June 15, 2026.
The City of San Pablo cost-share, for expanded CORE services through the Multi-City CORE team, will be a one-time appropriation of $103,073 for the period of July 1, 2026 through June 30, 2027, which will be funded from FY 2026-27 General Fund Designated Reserves (GFDR) 110-0000-49999 to 100-2110-43600 for the continued provision of expanded CORE services through the proposed Multi-City collaborative CORE Agreement, effective July 1, 2026.
