CONSIDER ADOPTING RESOLUTION APPROVING AN AGREEMENT WITH MILES TREASTER & ASSOCIATES TO PURCHASE THE FURNITURE PACKAGE FOR THE NEW SAN PABLO POLICE DEPARTMENT HEADQUARTERS AND TRAINING CENTER IN THE AMOUNT OF $663,093 WITH A 10% CONTINGENCY FOR A TOTAL AUTHORIZATION OF $729,402
CEQA: The City with the assistance of Michael Baker and Associates (MBA) concluded that the proposed Police Department Headquarters and Public Safety Training Project ("Project") would continue to be consistent with the land use and zoning designation for the site and would not result in an increase in the severity of impacts identified in the prior Environmental Impact Reports (EIR's) or Mitigated Negative Declaration (MND) or any new impacts not previously considered in the prior EIRs and MND. In accordance with this analysis, MBA has prepared addenda to the two EIRs and the MND, which the City Council considered and approved on December 20, 2021.

Improve Public Safety is a Top Council Priority under the FY 2023-25 Council Priority Workplan, effective May 1, 2023.
BACKGROUND
The City of San Pablo (“City”) is currently constructing a new San Pablo Police Department Headquarters and Regional Training Facility at 1050 Gateway Avenue (“New Police Facility”). The New Police Facility is 42,000 square feet, and is scheduled to be completed by 2025.
The proposed resolution approves the furniture package for the New Police Facility in the amount of $663,093 plus a 10% contingency for a total authorization of $729,402.
City staff interviewed two furniture vendors and elected to move forward with Miles Treaster & Associates based on their services, product line, and designs. The City will be purchasing with pricing that has already been established through the competitively bid contracts of other public agencies (Omnia Partners cooperative purchasing program).
San Pablo Municipal Code Section 3.16.110(E) (Cooperative Purchasing) allows the City to forego a formal bid process for the purchase of equipment, materials, supplies and services, and buy the equipment directly from a vendor if the prices have already been established through the competitive bidding process of another public jurisdiction. The proposed agreement with Miles Treaster & Associates does not require additional formal bidding by the City since the prices were established through agreements that have already been competitively solicited by other government agencies in connection with Omnia Partners’ cooperative purchasing program. Additional proposals would not be expected to produce any pricing advantage for the City, and advertisement for additional competitive bids would thus be undesirable, impractical, and only increase administrative expenses.
FISCAL IMPACT
The attached resolution approves an agreement with Miles Treaster & Associates to purchase the furniture package for the New San Pablo Police Department Headquarters and Regional Training Facility in the amount of $663,093 with a 10% contingency for a total of $729,402, which will be spent from Project Budget 320-0104-43605-GFD-422. No new budget appropriation is necessary.
