Build a Healthy Community: Foster Youth Leadership/Cultivation of the Next Generation of Civic Leaders is an adopted policy item in the FY 2025-27 City Council Priority Work plan, effective April 7, 2025.

BACKGROUND

On May 13, 2025, the City Manager’s Office received a request for sponsorship from West County Salesian Youth Club (WCSYC) (formerly West Contra Costa Salesian Boys and Girls Club) for its annual golf tournament. The event will be held at the Richmond Country Club on Monday, September 15, 2025, and the tournament is WCSYC’s most significant fundraising event.

For the past 75 years, the West County Salesian Youth Club has remained dedicated to ensuring that underserved children and teens in the communities of San Pablo and Richmond have access to quality after-school and summer programs that enhance their lives and shape their future. Each year, over 3,300 youth participate in a broad range of programs, which include leadership training, academic tutoring, computer skills, health instruction, arts, and sports. Nearly all of the Club’s membership comes from low-income families.

FISCAL IMPACT

$30,000 has been budgeted for Annual Special Event Sponsorships in the FY 2025-26 Annual Operating Budget (100-1110-44050).  The authorized sponsorship in the amount of $2,500 will be deducted from this balance leaving a remaining available balance of $27,500 for the remainder of FY 2025-26 period for future sponsorships by the City Council.
