BODY
FY 2023-2025 COUNCIL PRIORITY WORKPLAN STATEMENT
This action is not in the City Council's Priority Workplan, but is necessary for the ongoing operations of the City.
BACKGROUND
Liebert Cassidy Whitmore (LCW) has been providing specialized legal services to the City in the areas of labor negotiation and employment law continuously for over thirty years, since the early 1990's. As a result of this ongoing relationship, LCW counsel are very knowledgeable about the City's history with regard to labor and employment issues, and the City continues to highly value LCW's expertise and track record in labor negotiation and employment law matters.
The prior legal services agreement with LCW was entered into on July 1, 2023, amended on October 3, 2023, for an amount not to exceed $100,000. Funding authorized by this contract as amended will be exhausted by fiscal year's end. The City has budgeted $120,000 per year over the next two fiscal years (FY24-25 and FY25-26) to fund a new legal services agreement with LCW in the areas of labor negotiations and employment law.
Staff recommends executing a new legal services agreement with LCW in an amount not to exceed $240,000, effective July 1, 2024. This amount is in line with recent needs and has already been budgeted under the City Manager's Professional Services account (100-1310-44360) at $120,000 per fiscal year for the next two fiscal years (FY 2024-25 and FY 2025-26).
