Prior to commencement of each Fiscal Year, the City Manager shall provide the City Council with a review and report on the Plan. Amendments to the Plan shall be considered at that time. The Plan should be reevaluated on an annual basis and maintained in such a manner so as not to cause inefficiencies in the operation of City business.
