Item 202: Develop and Implement Long-Term Environmental Stewardship Goals is an adopted policy item under the FY 2023-25 Council Priority Workplan, effective May 1, 2023.
BACKGROUND
Senate Bill (SB) 1383 sets a statewide goal for the reduction in organic waste to landfills - 50% by 2020 and 75% by 2025 - in addition to the recovery of 20% of edible food waste for human consumption. SB 1383 delegates the California Department of Resources Recycling and Recovery ("CalRecycle") as the regulatory authority to achieve the organic waste disposal reduction targets.
On November 20, 2023, through Resolution 2023-162, City Council ratified the City's SB 1383 Local Assistance Grant Program application to CalRecycle for implementation of SB 1383 activities.
On February 20, 2024, through Resolution 2024-030, City Council authorized the modification of the grant application, however the Resolution was missing the required language authorizing the City Manager to execute all documents necessary for City participation in this grant program. As such, staff is recommending an amendment to Resolution 2024-030 to make the necessary corrections in the Resolution language.
The grant award is pending a corrected Resolution, see the attached Notice of Grant Award.
